Cap's Serum is easily doable. The question is if he will settle for just that. There are still other kinds of serums (sentry's/extremis/bruce banner's etc) and you can also artificially add a X-gene. Why stop at just a little boost in power speed and stamina? One bullet would still kill him. In Marvel go big or go home.

Since the original owner of the space ring was such a high level to use universal travel then it should also mean that there are lots of high level resources in the ring itself.
