You need fresh dna(hair,nail,etc) for the potion, that's why you need to keep the person you want to transform alive since you need to renew the effect when it starts to fade since is not permanent.

Keep in mind that TIME plays its role. One of the kingdoms is 5000 years old, so the world wasn't created yesterday and stuff wasn't invented instantly. They had the time to create stuff. Maybe the goddess had a hand on what each kingdom or country specialize in but they rest was up to them. Remember 1712 was when the first usefull steam engine was invented, since then 300 and some years has passed and look at us now. So what will happen in another 3000 years. Of course what you say too can be possible but that don't sounds compatible with the pace of this story so far, but maybe that will change in the future who knows.
