It might be the suit was hiding him too well. Like if his vision is based on elements and he could see the air element the lack of air in that space would look very suspicious.

Yep they're two different organizations the UVR is managed by the queen but the SG is run by a council leaders from each race. That's why the SG can't force Felix to do an interview the SG can make up new rules as long as they don't go against what the Queen has already decided.
