Could he use the scroll to learn the spell? Also, I get that I keep harping on him learning magic but honestly, anybody who was Isekai'd would rush for every opportunity to learn magic.
This is an interesting premise and I am looking forward to how this turns out going forward. If those Wizards/Hunters were the Winchesters, this going to be weird though as I always got the impression that John and Dean hate everything Supernatural with extreme prejudice, so them being wizards would just be odd. It will also be interesting how Wizards exist when the show already had Natural Witches like Rowena, rather than just the Borrowers and Students.

Looking at this chapter, I can't help but feel it is a waste that Harry doesn't know much in the way of alchemy, blood magic, or ritual magic. I say this as there is a Chinese Fanfic where the MC is reincarnated as Voldemort's Diary Horcrux during the Chamber of Secrets incident, and he killed all the Acromantula and used their life force to create a Philosopher's Stone. Harry is basically going to cull the Acromantula population for few returns.
This is not a problem at all. A little bit of filler is great in that it rounds out the characters, making them feel more real. Beyond that, it would not make sense to always be dramatic. Taking time to see some "normal" interactions is perfect.
Not to mention they are natural tricksters so she will likely cause any chaos she feels she can get away with.

I'm not debating that HP magic is OP. I just feel that with the limits we have seen so far, it is early to call them gods. They can warp reality, yes. Even so, if you look at most other fantasy media and see what other beings can do, it feels hard to consider them gods. My standard of what constitutes a God compared to a superhuman is just much higher. At the very least, they shouldn't be fallible by mortal means.
I have no idea what a "Morning of Instruction." And something can be useful in both everyday life and in combat. There are numerous cheat-like abilities out there. Choosing purely based on offensive power feels stupid when in a world like HP where there are already spells capable of mass destruction.
Yes, I get he still has HP magic. My point is, that magic with purely destructive purposes isn't that useful beyond fighting. Sure you can find some supplemental uses, but numerous other abilities exist that are more versatile and useful. Compared to most other worlds, HP isn't so dangerous and deadly that one needs to choose absolute attack power as a cheat.
At first, I was going to give this one star as this seemed to be a plagiarism of the fic Partially Kissed Hero. Then I looked at the Author's name and it seemed like it was the original author posting it on Webnovel, though I can't be 100% sure. If that is the case, I hope that the author will finally finish it. It is a crack fic, but it is entertaining and I hope to see a satisfying ending.
This is actually 11 tiers. It would be easier if there was a description saying that as a tier 0, it represents being too weak to even qualify for the first Tier, and it is the first tier that beings truly become beyond the scope of mere mortals.

To be fair, even if he doesn't have an X-gene, there are many similarities between someone who has taken a devil fruit and a mutant. There are obvious comparisons between devil fruit abilities and mutant abilities. There is the fact that one's DNA is different from normal humans. There is the fact that one power can evolve, a secondary mutation in mutants and a devil fruit awakening in devil fruit users. If not for the stigma that comes with being called a mutant, there wouldn't be any real problem if the accident did somehow turn him into a mutant with the powers of a Door-Door fruit user.
How long does he have until the chaos starts? (I'm not familiar with The Witcher beyond fanfics and the first Season on Netflix). If he has enough time, could he start doing Mage/Sorcerer Training in the meantime as I'm sure he has the talent plus a system to help him? Also, wouldn't awakening the Elder Blood result in the Wild Hunt sensing and targeting him?
Well, I guess that works. I still feel that he should have made a spell for this as that might be easier and faster.
