Humans suffering setbacks in their deep space exploration

Investment from numerous groups from the planet has been a major reason for the rapid development in space exploration, and even Musk did not have to do much at this point anymore. Each of those groups seemed to have something to lose if space exploration was abandoned and they would do everything to promote it. In the end, the discovery of something not deemed normal was already making almost all parties relieved and even legitimizing their ability to collect more resources.

Failure in this way would turn into a huge profit in their turn, such they could convince more investors that something beyond their knowledge existed in the starry skies. Business-minded people were already becoming creative. To them, the ability to go beyond space was already something impressive, and if the technology could be adapted faster to the point of it allowing human transport, making money from it would be very easy.

Them sending the military to the moon was probably for the same reason and this is the reason Musk was not shocked, as the military, has always been a cult-like organization regardless of the era. The most advanced civilizations are scarier because people would not even realize they are being enslaved and even assist their oppressors in dealing with those that try to bring such issues to light.
