Many restrictive rules were gradually being perfected.

To avoid mutual killing, to prevent further tragedies from happening, and to prevent behind-the-scenes manipulations, another new rule was released. If conflicts arise between alliances, battles involving more than three alliances are forbidden. Force can only be used to resolve disputes between the two alliances when agreed upon by more than ten alliances.

These rules were designed to prevent alliances from banding together for combat.

When individuals need to resolve their disputes through battle, the rules aren't as rigid. With the consent of three alliances, conflicts can be dealt with using force.

Superficially, these measures seem to curtail the growth of alliances, preventing the emergence of a king without a crown. However, the current situation is rife with problems. Disputes will inevitably arise and have, in fact, been legalized.
