Zeph found himself in front of a subsurface building. The Entrance of the structure was built with a heavy archway suggesting it was the old abandoned building of the city council. 

Surprisingly one underground passage which started from the Mayor's house also leads to here. He was here because Carlos had quite easily handed the location of Black Raven hideout when asked and it was this building. 

Carlos was the underdog minion who was famous as the rumor supplant or in other words Informant of the underworld of the Ranzaki. He was quite famous for blabbering nonsense like he was a member of black Raven while drunk. Although people often dismissed his claims as a boast, Zeph was not the one to ignore this.

So he tracked down some individuals who were proficient in working in the grey areas. From them, he got the information that Carlos worked as an informant or news supplier for the underworld but he was not any kind of important member.
