102 Declaration to the nation part 2

The capital was already at an uproar from what Max said but he was not finished with his declaration. He continued: "After we will finish with all of what I said before there will be the ability for the commoners that don't have any place to live in to move into a new home on lands that are not inhabited right now. There will be a large amount of land for every family to cultivate. The amount will be limited. There also will be a new part of the country economy that will is agriculture. We will cultivate the lands of our country to make all the products cost to lower for the citizens to live better and also to sell products to other countries. Our country has a lot of lands that are not used. It is a waste. With a good weather of our country there is no reason to not grow up different crops."

The weather in the Yin Yang country was very comfortable for agriculture. The weather was warm most of the year. There was rarely snow in the winter. Max wanted to use this for the best of his ability.

Max took a short break of a few seconds so everyone will have a little time to think over what was said and continued: "Also our country will take part in the competition in the empire to increase our country level. This will increase the prosperity of our country and give us more resources to grow. It is a fight for respect and glory. All the people that will take part in this competition will get a lot of resources from the country. Work hard, my citizens."

There were a lot of cheers from the different people. For many of them was very important to increase the level of the country so other countries will look at them with more respect. A lot of people cared about what others will think of them but not Max. He did not give a shit about that, but he still needed to say what he said to motivate the citizens and let people that are not part of his country like Graham or his underlings to hear that he did care, at least on the surface that the country was part of the empire and worked to become a stronger force, but inside the empire.

After this Max continued: "My comrade named Valeria will be the second in command in the country. She is a level three knight already and is sure to reach the level of grand knight in the future. Her word is law as long as I don't say otherwise. The changes will start to get implemented in the near days. Please be patient. Let's work together for a better life for all the country! For a better future for our children!"

With that Max finished his declaration. He actually believed that he will really help the country and all of the citizens to live better and give their children a better life. He will do his part and the citizens will have to do their part. There will be mistakes, but Max believed that he will get there with time. With the finishing of the declaration Max called for Valeria, Alisher and Peter and talked with them about all of the points he talked about to be sure they will start working each on their respective responsibilities. The army will deliver the message of Max to all the other cities and the country mechanism will slowly start to move in the right direction. Max talked with Valeria, Alisher and Peter about the allocation of the places in the gaming club to the army, the guards, academies and all the other people. Max gave the army and the guards 1500 capsules for an hour per day and 1000 capsules for the academies for one hour per day on the country. The main thing needed from the academies was to create groups of alchemists and blacksmiths that will create product for the warriors and mages of the country and the outside of the country later. All of the people that want to learn and will be capable to learn the course of alchemy successfully and have the needed talent will be reached on the country's money, but will need to swear to be loyal to Max. A magic contract of sorts. Also, all people that will want to get to a level of a knight and higher or a level higher than apprentice mage will need to swear loyalty to Max and listen to his commands as well. It will make him a dictator, but he needed force he could control and now he did not care how it will be done. 

After Max's declaration changes started to happen slowly. Max got a lot of gold coins from Graham, and he used them to create a lot of jobs for different people to implement the changes. People around the country received a document with the sign of Yin Yang on it with their name, age, location of living and power level. Just by having this the citizens were promised a lot of bonuses, like free schooling and other things Max talked about. Without this document they could not get any of the bonuses, so they always kept this identification document in a safe place or just took it with them. Max was teaching a few thousands of teachers to teach the citizens to read and write. Those people studied the language course to the second level at least. All teachers had to know what the first level of the course is represented and they as teachers needed to be at least on the second level. Every person that got to a higher level will get higher salary and better possibilities for the future, so people did not slack off. This will be true for any other profession inside of Max's country. It was time for people to create a very high competition between themselves and fight by the rules for a better place under the "sun". All the country was bustling, waiting for the changes that were talked about to come.
