Of course, they don't except just anyone, seven magisters are at the 10th layer of the ‹Black-Iron› rank, and the rest of them are at the 9th layer of the ‹Black-Iron› rank.
Indeed not a single person below 9th layer is able to get in the 2nd Legion.
