"What prompted this decision?" Moss asked her. "The case was brought to your attention by the RGB and they were handling the investigation. Ideally you should have called the RGB and handed the suspect over to them." 

"Ideally the suspect should not have been a boy, a little child that didn't understand the gravity of his actions." she responded quite sternly.
