21 Out Of Place

A/N: So I just realized the Branch Leader of the White Fang in Mistral I created has the exact same name as the High Leader in the original RWBY and current story. (Last time I trust an RWBY name generator.) So try not to get confused because there are two Sienna's. One is a Branch Leader, and the other is the High Leader of the entirety of the White Fang.

Shen's eyes were reflecting five open cases. In these cases were stacks of Lien all together adding up to fifty thousand. 'To the victor goes the spoils.' Right now, Shen had a lot more money than this available to him. But he didn't plan on spending it all in one go. Having too many abilities at once would make it difficult to focus on the ones that are important.

'And besides that, I'm going quality over quantity today.' [Would you like to convert this currency?] Seeing a familiar prompt, Shen accepted. Soon all of the Lien in the cases before him disappeared into thin air. After doing that, Shen opened up the Gaccha Menu but didn't immediately spin.

For the first, Shen selected the spin type, and when he did, he saw a new notification. [The Gaccha System consists of three different Spin Types. While Basic Spins are fully randomized, the two types above it increase the chances of obtaining something rarer for a price.] So far, Shen had gotten his fair share of good things from the Gaccha System using Basic Spins.

So, by all means, he considered his luck fairly good. So without any further waiting, Shen upped the Spin Type changing it from Basic to Rare. 'I don't need a weapon anymore, so I can cross that off the list. Other than that, anything else would be useful, right?' Following that logic Shen the category to practically everything excluding weapons.

"Please don't fuck me over." That was the only thing Shen could say as he began the spin. Shen watched as his Gacha Currency dropped straight to zero. The price of a Rare Spin was ten times that of a Basic one. 'Something with potential… Come on!' Like all the times before, a present dropped into Shen's arms.

Taking a deep breath, he opened it slowly as that familiar light came pouring out, followed by a notification. [Congratulations! You have received the Item 'Goro Goro No Mi' from One Piece.] Staring at the notification, Shen's face seemed frozen for a moment before lighting up. "Yes!" He was unable to contain himself this time around.

Appearing Shen's hand was a fruit almost as large as his head. It was dark blue with a pattern on it resembling lightning and a stem that had a neon glow. Staring at the fruit, Shen didn't know what else to say. This Devil Fruit was worth the money without a doubt, no it was more than worth triple the amount he paid for.

'The Goro Goro No Mi is by far one of the strongest in the entire series. Even Enel, who had the worst god complex I ever saw, almost killed the entirety of Strawhat's crew. And that was without even having proper training with Haki!' And now a Devil Fruit like that was in Shen's hands. He felt like everything had come together before his very eyes.

With his Devil Trigger, he had a failsafe in case he ever got into trouble. Using Gae Bolg, he had a reliable weapon that he would practically never have to replace. With his Life Fiber's, he had a reliable and versatile ability. And now, with the Goro Goro No Mi, he would have an ability that would let him give him a perfect choice for offense. Paired with everything else, Shen felt like he was ideally balanced.

"I know this is practically raising a flag, but life really is too good. Having a Logia in a world relying on weapons like RWBY?" Holding the fruit in hand, Shen didn't wait a second. Opening his mouth, he bit into the Devil Fruit I which his face immediately showed a look of displeasure. "Oh god, it tastes so bad." Resisting the urge to throw it up right then and there, Shen put down the rest of the fruit.

'A single bite should be enough.' [New Ability: Goro Goro No Mi Acquired!] The notification rang out as Shen smiled. Holding out his hand in front of him, he looked down at it. The sound of a crackle rang in the room. The crackling continued as Shen's hand began to flash blue as electricity crackled between his fingers.

After a few seconds, the crackling faded as Shen closed his hand. 'Looks like it'll take some time for me to master it properly.' Luckily time was something he had now that Kuchinashi City was under his control. Walking out of the room, both L1 and L2 were waiting for Shen. "Do you have any orders for us?"

They were ready and waiting as Shen thought to himself for a moment. 'My goal of taking Kuchinashi City is finished. The cannon will only start around the end of this month, meaning Cinder and Salem will remain mostly inactive during that period.' With that being the case, there was not much left for Shen to do at the moment.

He would have to start playing the waiting game until another opportunity arrived. 'In that case, I'll just continue with my original plan.' Shen hadn't done all of this just for the White Fang, of course. While yes, they were useful, they didn't belong to him, which meant he couldn't control them perfectly. However, what he could do was win them over.

With his knowledge of the RWBY world and his ability to create results, he had one goal in mind. 'Creating a Militia out of the entirety of the Faunus race.' Faunus were superior to humans in every way, excluding population. Their animal characteristics made them perfect soldiers, which was what Shen wanted to utilize.

By slowly bringing Faunaus to Kuchinashi City, he could form a Militia completely under his control. And they would listen to him willingly because of the kind, wise leader persona he would display to them. As for the White Fang? Shen planned on slowly converting everyone in it to his side as well.

He already controlled the Mistral Branch due to him having a hold of Sienna.

The rest was just a matter of playing his cards right and proving himself to the masses. 'Then the real fun can begin. But no need to get ahead of myself. I'll take things one step at a time, so I don't trip myself up.' He was playing a risky game where patience was key.

'For now, I'll just focus on getting more proficient with my abilities and skills while managing Kuchinashi City. I can leave the matter of Cinder and Argus City to Torchwick for now as untrustable as he is.' Having thought it all through, Shen shook his head. "No, simply continue operations as normal and alert me of any changes. Oh, and tell Torchwick to get himself ready."

Hearing him, L1 and L2 bowed. "Yes, Sir." With that, Shen left the Purple Lotus's HQ building. Their territory has spread immensely, and so had their members. As Shen walked outside freely, everyone recognized him and swiftly moved out of the way. By all means, he had become a Legend during his time here, a terrifying one but a Legend all the same.

After around thirty minutes of walking, Shen arrived in front of a fairly large warehouse. It currently wasn't in use, and although Purple Lotus Members still patrolled the area around it, there wasn't anything to truly guard. As he approached the main gate, the two people guarding it froze. Acting as respectfully as possible, they greeted him. "Sir!"

Shen ignored their greeting as he spoke. "From now on, I'm going to be using this warehouse. Unless I authorize them, I don't want to be bothered." The two guards nodded violently as Shen walked past them and made his way inside. The inside was fairly plain, with stone walls supported by wood and a very tall roof.

"Other than the floor being wood, this should work fine." Reaching over his back, Shen pulled out Gae Bolg before stabbing it into the ground next to him. Afterwards, he held out both of his hands in front of him as electricity began to crackle between them. 'Let's see just how much progress I can make in a day.'

For the entire day and the entire night, Shen didn't take a step out of that warehouse. Like he had ordered, not a single person who he didn't authorize was allowed in. Every now and then, blue light would shine from the windows of the warehouse. Some of it was dim, and some of it was incredibly bright. But still, no one knew exactly what was happening inside.

"Huff…" Breathing heavily, Shen was drenched in sweat. It was one of the first times he had actually felt exhausted in this world in a while. "Devil Fruit abilities really do take up a lot of stamina… I'm not used to it yet." In the course of an entire day and night Shen had learned two things about his new ability.

One was that Devil Fruit's abilities weren't as simple as he originally thought. The utilization of the Devil Fruit itself wasn't that complicated. Just like you don't need to think to breathe, the same concept is applied. The only issue was when you tried to manipulate something that happens automatically. It takes practice like any other skill.

"As lazy and cocky as Enel was, he definitely put in a lot of work mastering his power." Aside from that, Shen also learned why Enel used his golden staff outside of it being malleable. Holding Gae Bolg in his hands, unlike when he first began, Shen began channeling electricity through it. Covering it like a physical layer, Gae Bolg conducted the Goro Goro No Mi's powers perfectly.

And not only that, but it was also a lot less exhausting to keep active compared to just using the ability on its own. Twisting Gae Bolg with one hand gripped it tightly and thrust forward with full strength. Escaping the tip of Gae Bolg's spear, electricity shot through the air, lighting up the entire area. Pulling Gae Bolg back, he did a full one-eighty, spinning it above his head with both hands.

A layer of electricity covered the air above Shen before he slashed down. A blue arc of electricity was left behind from the slash as Shen deactivated the ability. Overall he was just beginning to tap into the potential of Goro Goro, but it was already useful. As for the day, he would be calling down lightning from the sky. It was something he was looking forward to.

Wanting to take a break for a moment, Shen sat down on the ground. However, just as he was getting comfortable, his scroll suddenly rung. "Guess the words 'do not disturb' have lost their meaning." Shen frowned as he pulled his scroll from his pocket. 'Why the hell is L2 contacting me now? I was away for a single day.'

Answering the call, Shen spoke coldly. "What is it?" L2 seemed to have heard the annoyance in Shen's voice and spoke softly. "Master, there is someone here for you. Well, two people, actually."

Hearing that, Shen delved deeper. "Who are they?" L2 answered quickly. "The first is someone from our main base in Mistral. She's a woman who goes by the name of Blake.

Apparently, Branch Leader Sienna sent her here, but she wants to see you." Hearing that, Shen frowned for a second. 'Blake? She should still be on missions with Adam; what is she doing here?'

Thinking about it for a moment, Shen let L2 continue. "So, who is the second person." Blake was already a strange occurrence, so he wondered who the second person was.

"We don't know their identity exactly; however, they are most likely from the Black Sheep." Shen's eyes widened a bit in surprise. On the overall power side of things, The Hanna guild had the most power within Kuchinashi City, which is why Shen targeted them first. As long as he took care of them and had a solid base, he proved taking over Kuchinashi City from there was easy.

The Black Sheep, on the other hand, were a noble family that had connections everywhere. It didn't matter who or what when it came to Mistral Military or Noble Families. They had some sort of connection in practically every city. On top of that, they were fairly reclusive to the world, and no one has truly ever gotten a close look at any member of the family.

In fact, they had so much influence they even had connections to other kingdoms. 'Based on those reasons alone, The Hanna guild nor anyone else bothered them or dared try to raid them. The Police stayed out of their affairs completely. Even the White Fang had minimal information about them, which is why I was hesitant to do anything with them.' But now they had come directly to him? It was bizarre and sudden.

"Well, looks like training is going to be put on pause."
