Chapter 213: Konoha and Iwa Jinchuriki

Seeing Roshi completely empty-handed in Tailed Beast Mode, Kushina exclaimed in surprise. 

Meanwhile, Roshi, looking at the shining golden Nine-Tails, did not immediately attack. Instead, he asked in puzzlement,

To Roshi's question, Kushina generously explained. After all, they were all Jinchuriki, and if not for their villages being enemies, they could have been friends.
