Ok, so after a lot of research into the more obscure DC storylines and character versions and such, I decided that

A) I'm doing the second girl. I'll provide reasons at the same time that I say

B) It's Batgirl.

Barbara Gordon is one of the few DC female characters that could easily be said to have indomitable will, save for some fear she might have. She went out to do her thing even when her cybernetic implant (that allowed her to walk again) was damaged. That's willpower if ever I've seen it. She should be able to help Keith realize and pursue exactly what he wants out of life. Raven has taught him to hope, and Raven and Batgirl combined can motivate him to pursue the life that he can now hope for.
