15 The Meeting
Morning, Nara Compound
A young man, around the age of 17, lay with his arms supporting his head as he watched his father in the backyard preparing for something. The young man was named Shikaku, the heir of the Nara clan. Shikaku had tied-up spiky hair with 2 scars on his face.
The Nara patriarch, Shinizane, looked at Shikaku and sighed, "So early in the morning, and you're here lazing around while Minato and the others hone their skills. Why don't you go and join them, Shikaku?"
Shikaku looked at his father and said, "What a drag... Where are you going anyway, dad? Did Lord Third summon you or something?"
Shinizane sighed and said, "Yeah, the clan heads got summoned today, and it was a sudden summons."
"Hm? Is it perhaps about the rising tension with the other major village?"
Shinizane looked at his son with pride because his son is one of the smartest people in the village, even outsmarting his old man, "It might be. Well now, I'll get going. And tell your mom that I won't be back for lunch." Shinizane walked away while waving his hand without turning back, then a sudden swoosh could be heard as he suddenly vanished.
Similar things were happening all around the village, with clan heads heading towards the Hokage's office and pondering what the sudden summon was.

Danzo's POV
As I walked towards the Hokage building, I was greeted by many of the clan heads heading in the same direction I was going. Upon arriving at the destination, I was welcomed by dozens of ninjas guarding the Konoha building, all from different clans.
Arriving at the meeting, I was yet again welcomed but now with the gazes of the clan heads, all somewhat hostile apart from the Uchiha patriarch, Ino-Shika-Cho, and the Sarutobi clan, represented by the Hokage, Hiruzen.
When I took my seat, Hiruzen looked at me and huffed smoke as he said, "Let us begin."
The first person to talk was a tall, well-built Nara who had his hair tied into a spiky ponytail. "Lord Third, may I ask what we are summoned for? Is it because of the current tension between the major villages?"
Everyone went silent, but their worries were soon lifted as Hiruzen spoke, "No, it's not about other villages, but our own. It's time for us to make changes, and this meeting will be the very first step towards strengthening our Village."
The clan leaders were worried not because they were scared of the other villages, but because they had used up too much manpower in the last war for them to continue, and starting a war in such crucial times was not a great idea.
"And how do we strengthen the village? The newly batch of students will graduate in a few months, will we increase their training?" asked one of the clan patriarchs.
Hiruzen looked at me, followed by the others who noticed Hiruzen's gaze. I smiled and stood up, clearing my throat, then spoke, "I am here in front of all of you today to propose an idea to make our village more prosperous. Our village needs some changes, and I believe appointing a new elder should be the very first step in such changes."
My words were met with shocked gasps and shocked faces. The murmur continued until it was stopped by a question from the Akimichi patriarch, "How will an elder help exactly?"
I smiled and answered, "I propose we appoint an elder who is the minister of defense. The elder would be in charge of public protection and safety and will be responsible for protecting Konoha from outside and inside threats. This elder should be a powerful ninja who can fulfill the role of protecting us, meaning he shall be on par with a Kage-level ninja."
Fugaku, understanding what I said, frowned but nodded when I looked at him.
"So you are proposing a second Hokage?!" yelled the Hyuga.
The Hyuga are extremely loyal to the village, and in their eyes, this new elder is basically a 2nd Hokage who has immense control over the village, and that power could potentially go wrong if the wrong person takes the position.
"This is not a second Hokage; you simply have not let me finish... The elder's power will still be less than the Hokage, and certain tasks shall be reported to the Hokage first before their approval. Furthermore, once a person is in the Elder position, he cannot become Hokage unless the Daimyo and a vote want them to become Hokage."
The Nara thought about it then asked me, "And who will be in this elder position? One of the Sannins perhaps? Or Sakumo? They are the only Kage-level ninjas that I can think of in this village."
"There is another one that you may not know, and I propose that we make this ninja the Elder."
"And who might that be?" asked the Nara.
"The current patriarch of the Uchiha clan, Fugaku Uchiha!"
Bang!
Everyone looked towards the direction where the sound came from, and all gazes stopped on the current head of the Hyuga clan. The Hyuga clan and the Uchiha clans have been rivals since the decline of the Senju clan, and it's normal that the Hyuga patriarch doesn't want the Uchihas to gain more power.
"Preposterous! The Uchiha clan already has too much power with the monopolization of the Police Force. Furthermore, they have been known to use their powers to belittle civilians! I will not trust the Uchihas with such power! What's more, you said it yourself that we need a strong ninja that is at the level of Kages; I can say that Fugaku is formidable, but he is not yet at that level!"
Fugaku closed his eyes and stood up, and when he opened those eyes, we were met with crimson red eyes that were different from the normal 3-tomoe Sharingan. Instead, they were replaced by 3 black magatamas that connected to the middle pupil, and 3 more dots were placed on the section where the magatamas cut through, making 3 different sections.
Everyone stood frozen as they stared at the Mangekyou Sharingan of Fugaku. However, none of them were more shocked than me, the two other elders, and Hiruzen, who dropped his pipe. 'That's the Mangekyou Sharingan that the teacher told us about!' thought the two elders and Hiruzen.
I wasn't sure if he truly had the Mangekyou Sharingan, so seeing it in person now, it's truly magnificent.
"Am I worthy now?"
