He didn't create Heaven & Hell out of Sky Shard and Tartarus Seed immediately, and fused them first which is actually dangerous and much harder...

While Sky shard is suitable to create Heaven, it isn't 100% suitable, only about 80% suitable ,it still carries some impurities of Disorder and Chaos ...
Same for Tartarus Seed, while it is suitable to create Hell, it carries 'impurities' of Order...
While they were still be used, the resulting Heaven and Hell would be a very bad result compared to the deduced result of what Hades is doing now!
Hades decided to mix the Sky Shard and Tartarus Seed together, so as to filter and purify each of them with the help of the other!
