(Seeking Power Stones!!)
The construction of railways requires substantial financial resources and manpower, which is why Arthur had not started building railways earlier.
Australia's finances are very abundant, and the royal family also possesses a large amount of surplus funds. If it weren't for the scarcity of steel production and manpower, the railway construction plans would have started long ago.
However, it's not too late to start now, and it's just in time to complete the railway construction before the start of World War I, accelerating Australia's mobilization capabilities nationwide.
The good news is that during the colonial era, Australia did have some railway construction, albeit simple railways built autonomously by the colonies to transport minerals.
Some sections of these railways can be incorporated into the Industrial Railway plan with minor modifications to continue their use.
