It might have gone like this; The dragon clan agreed to betray Dusk in exchange the dark mages should heal their lady.  Of course, those dark mages wouldn't do that for free and they wouldn't just be satisfied with the fact that the war would end sooner.  They must have wanted something from the dragon clan to even propose such a deal. 

Yes, Luo Yan believed that it was the dark mages who proposed such a deal.  With how proud the dragons were, they would never propose something like that on their own initiative.
