Chapter 9

After seeing the empty throne, the Envoy was about to question if they were in the correct room when ten heavily armored Paladins and ten Valkaryes entered the room and formed a line from the throne to the door.

After the Paladins and Valkaryes had finished lining up, a person and three other figures entered the room, walked to the throne, and sat down, while the other three characters stood around it.

After taking a seat, Xavier took a few moments to observe the Envoy before saying something.

"Welcome Envoy of the Council to Zelvanna, the Galactic Imperium's capital, I am the Emperor," Xavier said. "Now, based on what I've heard, you've come to contact me from the council; could you tell me why the council wants to contact me?" Xavier was questioned.

"My name is Zeleslsa Peran Emperor Xavier, and I'm here on behalf of the council, who would like to invite the Galactic Imperium to establish an embassy on the Citadel, which is a vast space station where races from all over the galaxy gather to meet and trade various items, culture among other things. It's also the location of the galaxy's council, which makes laws for the galaxy "Said the Envoy

"Can you tell me how many councilors there are?" asked Xavier because having people of different races on a council can cause issues since each Councilor will want things that benefit their race and won't agree to do anything that will cause their race to lose an advantage.

"The Asari, Turians, and Salarians are the three Councilors now in place. Other races who are granted an embassy on the Citadel are called associate members, bound by the Citadel Conventions' agreements. Associate members may bring concerns to the Council's notice, but their input has no bearing on the Council's ultimate decision "Zeleslsa said

Xavier considered what he should do for a long, knowing that it would provide him with a wealth of information about the Galaxy and allow him to learn more about the galaxy's many races. Xavier decided to accept the offer after a few moments of deliberation, and he would dispatch a diplomatic Envoy to the Citadel.

Zeleslsa had decided to return to her fleet and the Citadel with the Imperium's Envoy after chatting a little more about the various races of the galaxy and the citadel.

Irena's second in command, who was skilled at diplomacy, was picked as the Envoy to speak with the council. Irena, Xavier's childhood friend and the commander of the Imperium's Navy, had recommended her second, Serena because she was adept at diplomacy, which Xavier accepted, and she was now the Envoy assigned to meet with the council.

After the Citadel diplomatic Fleet, along with Serena and a few guards, returned to the Citadel, Xavier was thinking about humans, or more specifically the Systems Alliance, because they are the newest sentient species of significant size to enter the galactic stage, as well as the fastest expanding and developing.

The human situation was complicated by the fact that they were fast expanding and lacked a large adequate force to protect all of their claimed systems, as well as having a lesser technological level than other races in the Galaxy. Xavier decided to keep an eye on their progress because he knew they'd get themselves into something they couldn't win sooner or later.

The Citadel fleet had just arrived to the Citadel after completing the Mass Relay and was only minutes away from docking. Zeleslsa and Serena had boarded a shuttle to a Citadel Hanger once they were close enough to the Citadel, where they would meet the council and discuss various matters.

Serena was escorted to the council once the shuttle landed on the Citadel, followed by her two guards and guarded by a squad of Citadel Security soldiers. Many people stared at Serena on the way to the council meeting since she was an Alien to them and it was their first time seeing a Zelvan. Since no one knew what was going on, many reporters on the Citadel rushed to ask questions, but they were turned down because the Zelvan Guards forbade anybody from approaching Serena.

Serena had arrived at the Council meeting room after avoiding all of the media's queries. Serena had taken a step forward and stood in front of three people known as the Citadel Council and the galaxy's most powerful races.
