Craven waited for hours until everyone came back. When they finally did come no one could come to a decision but Craven came up with the idea to shorten the time to form a state by using the books of life and death to refine the city of Zena into spirit pills that allows anyone to go up 2 stage

they found the books in the tomb near the Treasury they were both in Egyptian myth as powerful items that reigned over life and death but when combined they become something else entirely. the spell can only be done in if you have more than a million people to sacrifice and the leader of the city has to agree and Zena has over 10 million people all of the monarchs chose to lock the book up because of its power.

Claire was normally against atrocities like this she was the one who wanted to find a way too only target the soldiers in Zena but her niece lost an arm and even though it wasn't her blood she was the only family claire had in this world and she would do anything to make sure that would never happen again and if that meant making the kingdom stronger by any means necessary so she was the first one to say yes to the plan.

it was unanimous that all the people in Zena would be sacrificed to create an army full stage fours which would be on par with the strength of a country. this technique can only be once by each kingdom and 1 stage may not seem like a lot but considering even in countries the average soldiers are stage 0-5 it's huge. The state that attacked them was weak compared to other states because it was an agricultural state and they only had 2 million stages 1 soldier there were 40 million stages 0 soldiers and 10 stages 4.

The spirit pills can only get someone to stage 5 the council of rex was at a dilemma they didn't want the Army to be stronger than the generals that led them so they could only be stage 4 all the Generals would become stage 5.

The Army blocked the exits to Zena and craven began the spell a red most fell over the city and then you could hear people scream immediately after that pills started floating toward the book and fell to the ground.

Craven was saddened by atrocity he had to commit but immediately took three pills and ate them afterward he fell down in agonizing pain.
