Making a Kingdom is Hard

It's been a few hours since I tamed the Dire Wolves and had the goblins brought to the soon-to-be city. All along the way, I have been conversing with the goblin leader and learning all I can about the surrounding areas while Albedo went ahead to inform the others of my return with my first citizens.

Esdeath was surrounded by the goblins and was pestered for a while about how strong she is, what kind of magic did she use, what was Rimuru-sama's stance on multiple wives, etc. I underestimated Albedo since even though I know she didn't use her Unique Skill, I know she somehow informed them about my more... lustful tendencies.

'That reminds me, hey [Athena]! How come you made me a Celestial when arriving here? I thought that with my now increased sex drive, I would be an Incubus or something?'

[Master was made into a Celestial since the Incubus line of; Incubus, Incubus Lord, and Royal Incubus all came with vulnerabilities to the Holy element as well as a requirement to have sexual relations in order to survive. This option was deemed too detrimental, as it introduced more limitations as compared to other races, hence the Celestial race was chosen since it has no such limitations]

'But what's up with my sex drive then?'

[Celestials are a race of god-like beings. It is known that gods are lustful creatures. This, combined with master's naturally high sex drive, was the prerequisite for unlocking the [Sex God] extra skill.]

'I thought I got that from plowing Albedo?'

[Master did receive the skill at that time since the final prerequisite was for master to lose his virginity.]

"Great Rimuru. Is there something on your mind?" The goblin leader asked.

"Not particularly, I was just thinking up some names for you all. It's not like you can stay goblins and still be in my service." I said, making up a reason for my brief pause.

"N-NAMES!?!" He yelled, drawing everyone's attention.

"Yeah, I'll name you all so that you don't become a drain on resources and can start contributing to the world I am going to create," I said while approaching the gate of the town.

The Town was planned to be massive, supporting well over 100.000 residents, but for now, only a few hundred homes were created in the residential district near the Caves entrance.

The layout of the town was that it would run right up against the Sealing cave's entrance just below the Palace with the large lake just to the east. On the cliffside, I had used several skills to carve out a massive amount of space for schools and governmental/administration buildings. One would have to trek up the cliff face to get there normally or take the teleportation elevators we were planning to install. There was also a large hot spring resort up top and a large number of parks.

Below the cliff face would be the Commercial sector since it was shrouded in a cliff face during the afternoon, it would be the perfect spot for markets since it would be nice and cool during the busiest times of day, but not dark enough to be hard to see. The residential district began just to the left of the commercial district so that students would have to walk through the market areas while going home. This would boost the economy of restaurants and other service-oriented buildings. The residential district would also hug the lakeside in the east and was surrounded by large parks towards its north and west.

The industrial center would be inside the Sealing Cave so that the noise and pollution wouldn't leak out into the populated areas. We could also do mining in there. Veldora's presence had effectively turned the entire mountain into one large mine for magical materials. I even consulted Da Vinci and created a few new magical materials with [Hephestus] just to infuse with the stone to create super-valuable mines.

I create Ebony, a black metal whose name I shamelessly copied from the Elder Scrolls. It has anti-magic properties since it absorbed magicules to make itself stronger. Its useful against intangible enemies due to this and just as good as silver against the undead. It can also be used for decoration since it doesn't rust or tarnish.

Luxite, which faintly resembles gold but a little shinier. Luxite was my own invention since when it's in its pure state, it conducts electricity perfectly, which will really help with creating electronics in the future. It also purifies easier than other precious metals, making it cheaper and less environmentally harmful. We would use it on jewelry and for coinage for now though.

I also create many different types of magic stones, like Etherite, which absorbs magicules from the environment and can be used to power basic appliances or be used as essentially limitless self-charging batteries that don't leak or deteriorate. It can even be re-charged quickly with magicules by manually injecting them into it.

Finally, I accidentally created Atherium which is a liquid created as a byproduct of enriching Etherite. It can be used in alchemy as the basis of alchemical potions and can be mixed with Hipokte Grass to create full potions without the use of skills. If it is used to quench metal, the metal absorbs excess magicules and becomes tougher, harder, and immune to tarnesh, rusting, and degredation.

Others might ask why I would bother creating these things and putting them in the ground, rather than just saving them all for myself. Those people would be fools.

Obviously, I need to create jobs for my population, and since our economy wouldn't be able to get off the ground until we started trading with humans and other kingdoms, it would be nice if we had valuable materials no one else has access to, forcing a monopoly. Others may want to attack us, like Falmuth, but that works out great as a Casus Belli to take over their kingdoms. Plus, there is a large shortage of basic metals, like iron, copper, tin, and aluminum in Jura, so Dwargon would be the perfect trading partner for that.

The goblins were amazed by the town. Even though it was only 10% complete, it was clearly on its way to being one of a kind. Hundreds of golem workers toiled away in its creation, being overseen by Da Vinci and Demiurge. I nearly summoned Nero to be the architect of the town, but [Athena] and Da Vinci told me to leave it to them, since they can do the architecture just as well. Demiurge was just there for logistics.

(A/N: Should I summons Nero? Her primary purpose would be as an architect and a teacher for the school of the arts but I won't really be summoning anyone else other than maybe Solomon to run the Magic Academy, so I thought I should ask. Is there anyone else I should do as well? I'm not just going to summon everyone's waifu's since all of the summons need a purpose other than to be sex slaves for the MC. That's just a bonus.

Artoria is an advisor as a previous king herself as well as a very successful general. Mordred was a king as well during the timeline she was summoned from. Merlin and Da Vinci are magic experts who can serve multiple purposes like enchanting, creating barriers for his cities, etc. Plus they were both advisors at some point, Merlin for Artoria and Da Vinci for the Grand Order timeline. Scáthach was a teacher of heroes in her FATE lore and will be an excellent trainer like Hakuro for the MC and his elite forces, etc).

After getting them all settled in, I went back to the castle for the night and had told them to meet me in the morning for their naming. Esdeath and I continued on to the throne room where I had called Rory Mercury and Cocytus.

"I. COME. TO ANSWER. THE. CALL. OF. THE. SUPREME. ONE!" Cocytus stated.

"I have also come to answer your summons, Rimuru-sama!" Rory said as they both bowed in unison.

"Good. Good. Raise your heads. I have procured a large number of Dire Wolves and Goblins earlier this evening and I plan on naming them tomorrow morning, but before I do, I require your services." I said as the two shook for a moment.

"I am going to be testing out the limits of my Unique Skill [Evolver] on them. Once I am done, I require something from both of you. Cocytus! You will help them become honorable and brave warriors whom I can be proud of in my army.

Rory, I shall be leaving Tempest for a day. During that time, you are to accompany me as my guard along with Chifuyu. We will be going to a nation of dwarves to the east. I wish to recruit a few of them to teach their skills and trade in Tempest." I said as they looked at me shocked.

"VERY. WELL! I. SHALL. MAKE. THESE. CREATURES. WARRIORS. WHOM. RIMURU-SAMA. CAN. BE. PROUD. OF!" Cocytus mentioned.

"It shall be done, Rimuru-sama!" Rory said with a mirthful smile. I better let her kill some monsters on the way or she may become unhinged during the trial. I need Vesta to be booted and get Kijin on my side, so I'll follow the main story for the moment.

I nod my head before turning to Esdeath. "Esdeath. Since I know you despise the weak, you shall oversee their training as well to bring them to the minimal possible standard, though leave the actual instruction to Cocytus, since he is more versed in the various weapons they will be using. Your job is to watch out for particularly promising individuals to become commanders or officers in the future."

"It will be done!" She said as she bowed deeply.

'I hope she recognizes Gobuta's genius. He is a fool, but he is one of the best martial geniuses in the world. Able to withstand Shuna's sleep magic and survive Hakuro's training, plus copy Rimuru's spin move and defeat a lizardman who was named with it after only seeing it once. The wiki even states that he is a "hidden genius".'

I get up from my throne and use a teleportation spell to move to my bedroom. 'Its getting late. I wonder who its going to be tonight?' I say as I push the door open and am greeted by Rem, Ram, and Rum all hugging each other in a little circle on my bed.

"Rem, Lord Rimuru is looking at us with a lustful gaze!"

"Ram, Lord Rimuru is such a beast!"

"Rum, Lord Rimuru is going to eat us!"

'Oh, this is going to be fun...'

It's the next morning after devouring the triplet maids. I am currently standing on a large stone slab in the town square which was left here by one of the golems temporarily. A line of dozens of Goblins stretches in front of me while a line of Dire Wolves sits beside them. Albedo and Shiroe are standing to my right, while Rory is sitting to my left along with Chifuyu in her full mecha armor.

There is a murmuring among the crowd as many do not believe that they are about to be named. "Alright! Before we begin, I have something I would like to tell you all." I say, getting all of their attentions.

"I have only five rules that you all must follow before I name and crest you. Anyone who wishes not to abide by these rules is free to leave and we will not stop or punish you for doing so." I say while many Goblins mutter to their neighbors. Most seem unwilling to leave this paradise with exorbitant amounts of food, standards of living rivaling that of noblemen, and hot running water.

"First. No attacking humans or other races unless we are at war or you are defending yourselves. Humans and certain other races form large groups called countries. If you attack them, they are sure to come back in full force to get their revenge. Plus I happen to like humans and most other races." I say. I wait for everyone to nod their heads in understanding.

"Second. I will not tolerate infighting, especially for petty reasons. If there is a conflict between yourselves, come to Shiroe for now and he will happily sort them out fairly and unbiasedly. In the future, I will create a court system to handle disputes.

Third. I will not tolerate belittling or bullying people based on their age, race, gender, ethnicity, or creed. My future kingdom will encompass many millions of people, and many may not be the same as you all, but they should be as family under the same house of Tempest." I say. These rules are similar to Rimuru's rules, but for different reasons.

"Forth. All people will work and be prosperous citizens. I will not tolerate laziness while on the clock. That said, none of you are allowed to work more than 10 hours per day at the absolute maximum while under my care. I will not tolerate you lot giving up all of your free time for me."

"Fifth. I will not restrict your freedoms of speech, worship, education, or movement, however, in exchange, you must not use these newfound freedoms to cause harm to your neighbors. I will not tolerate abuses to this rule in particular." I say giving off a small amount of aura.

Most goblins look surprised, probably because most reasonable people won't break these rules to begin with, but also because I said I wouldn't limit their freedoms. Most kingdoms don't have freedom of speech or religion and education is something restricted to the upper classes as well, but my fifth rule states that they are free to pursue these things, which is unheard of in this world.

"G-great Rimuru. If I may be so bold.. why the fourth and fifth rule?" The goblin elder asked.

"The society I will create will have everyone be able to improve their livelihoods through hard work and merit, as well as lose their gains by being lazy. There will be no aristocracy within my kingdom, everyone must work for what they have. Furthermore, I won't allow you all to work longer days so that you will spend more time at home with your families. I want you all to have many children and be good stewards of them.

I won't restrict your freedoms of speech, education, and religion because that will limit the spread of ideas and create an ignorant society without the ability to confront the changes it will inevitably face with time and will eventually lead to it rotting from within and collapsing. My kingdom will not collapse unless every single person within it is dead." I say.

I get a small smile from Albedo and the others, but the Goblins all look inspired by my reasoning and I can hear various comments like 'That's Great Rimuru for you!' or 'Great Rimuru is so wise!' coming from them. I clap my hands together for a moment to regain their full attention.

"Now that that is out of the way. I take it that there are none who wish to leave. You shall not be judged, and I shall even give out a gift to help you survive by yourselves." I say, scanning over the crowd. If there were any hesitant faces, I would have noticed it immediately with [Universal Detect], but there weren't.

It appears Albedo and Shiroe also don't detect anything as Albedo smiles and Shiroe pushes his glasses up, which is a good sign. On a side-note, I don't understand Shiroe. I made him able to see just fine and didn't put anything in his bio about his glasses, so I don't understand why he wears them other than the fact that I was the one to give them to him.

Back on topic, I jump down from the slab and walk forwards towards the old Goblin leader.

'[Atherna], I want to test the limits of [Evolver] without the use of [Rule Breaker]'

[Very well master, locking skill [Rule Breaker] for the duration of the naming ceremony]

"Your name shall be Rigurd, in honor of your son who fell in battle."

"RIGURD!" he yelled as a golden aura surrounded him and he began to sparkle.

[Notice! Unique Skill [Eolver] possible evolution lines include Hobgoblin, Ogre, Gremlin, and Troll]

'What's the difference?'

[I believe master is aware of the races Hobgoblins and Ogres. Gremlins are a now-extinct race that are the precursor and rivals to the Dwarves. They are excellent craftsmen and scientists, though their physical ability is lower than both Ogres and Hobgoblins Still higher than most humans, capping out around B Ranked in terms of danger-level. Trolls are large humanoids with immense physical and magical abilities as well as regeneration skills. They are usually perceived as dumb beasts, but that is only because they lack formal education. They are just as capable as other races when it comes to intelligence, though they are less agile and dexterous due to their muscular build and average height being between 2.5 and 3 meters.] (For reference, that's between 8'2" and 9'10")

'Hmmm. let's go with Hobgoblins for the now. The other goblins from other villages, I will evolve into Gremlins and Trolls. I'll get the entire Ogre village later since there's no way I'm going to let 300 potential Kijins just get wiped out by the Orcs.'

[Aknowldged]

"Your son shall inherit his brother's name and be Rigur!" I said to the bandana-wearing goblin.

I continued to name the goblins their canonical names, since that was for the best, though I named the entire village's population with the last name Lutin (goblin in french). So it was Gobuta Lutin and Rigurd Lutin respectively. This is because, when I crested them and pushed them to the very limit of their racial evolution, I informed them that they will be able to name their children from now on, as the crest grants them the power to name others without losing magicules.

Needless to say, they were ecstatic. Many Goblina's may or may not have dragged away goblin males they liked to begin breeding. I also may or may not have seen Albdeo rubbing her lower stomach with a hopeful smile on her face, looking at my back with [Universal Detect].

I turned my head towards the leader of the Dire Wolf pack. "You and your pack will share the same name. You shall be the Tempest Wolves of Summer, and you, their leader, shall be named Ranga (Storm Fang)."

"Yes! MASTER!!" Ranga said as he began wagging his tail feverously and began to glow golden as well.

"Good. When you are done evolving, you will go to Shiroe and coordinate a sweep of the entire forest. Bring in any and all other Direwolfs to me. I shall name them as well." I said.

'Now I need the Ice Wolves of Winter, Fenrir. I still need to come up with something for spring and fall, since using [Explorer] told me there are only four prominent packs of Dire Wolves in Tempest.' I thought to myself while ruffling Ranga's hair.

I turned to Albedo for a moment. "I'm going to head out. The sooner I get this done, the better." I say as Chifuyu and Rory arm themselves and walk to my side.

"All of Tempest will await your return," Albedo says as she bows.

'Why do they always say the same thing when I leave?' I think as I open a Gate to the forest just a little ways outside of Dwargon's checkpoint and we all step through.

'Well, no worries. Elven harem bar, here I come! Oh yeah and the dwarves too... I guess...'
