27 Chapter 27: Timeskip

After about 200 years, Velgin finally became satisfied with her strength. That and the fact that she was sick and tired of sparring with Milim nonstop for nearly a century after she had randomly popped in after 100 years of training.

At first, Milim was able to win about 90% of the time, since although their attack strength didn't vary all too much, she didn't tire after a long fight. Plus, Velgin's attacks didn't feel much harder than a strong slap for Milim, while attacks she received felt like a strong punch, wearing her down slowly but surely.

But after half a century, Velgin learned how to use [Universal Barrier] to its fullest, being able to block Milim's monstrous strength. Plus, using [Inventory], she was able to learn how to absorb and isolate a projectile attack used by a being of Milim's level.

Once the pair sparred for exactly 100 years, Milim got bored and left, leaving Velgin to find some fun. But this allowed Velgin to focus on the Dragon Kingdom that she realized she was neglecting once again.

Velgin really took Rimuru's "Let the King Reign, not Govern" ruling style to the next level these past 100 years, barely speaking with Emilia about the Dragon Kingdom. But on the bright side, her EP Value shot up to 42 Million (SS Rank), nearly halfway to reaching SSS Rank.

Now that she got some free time, she made sure to change that.

The main thing that Velgin did was create a variety of government departments. First, the Department of Defense, which was mainly just extra security for the country, since just Velgin staying there acted as a huge deterrent for invasion. Secondly was the Department of Production, mainly focusing on agriculture and manufactured items like weapons and clothing. And lastly but also the most important for Velgin, the Department of Technological Development, which focused on creating new technology.

After spending multiple centuries in this new world, Velgin got tired of not having videogames to play, so she created this department for her own amusement.

But over the next 100 years, Velgin supervised a team of engineers that eventually reinvented many of the necessities of Earth, including indoor plumbing, as well as magitech items, including magical guns and weaponry.

All the manufacturing methods as well as scientific research behind these items items were kept secret, but some items were sold to various countries, including the Eastern Empire, the Puppet Nation, the Sorcerer's Dynasty, and the Holy Empire, though the last one was done under the table, hidden from the people.

Throughout the centuries, the Dragon Kingdom had been amassing a plentiful amount of natural resources, and could be considered one of the richest nations, although there wasn't that much competition except with the Eastern Empire, as none of the countries in the west had developed much more than they had when Velgin first reincarnated in this world.

One random day, about a decade before the next Tenma War, Velgin decided to close her borders, blocking the outside from entering her country although her own people were still free to leave if they wished to.

Velgin had been getting reports about spies under the up and coming hero, Grandbell Rossel, had been sneaking into her society and were trying to steal government secrets as well as cause civil unrest with negative rumors.

Of course, non of this worked, with her newly created Department of Defense capturing all spies the moment they try something. But this still annoyed Velgin, since she didn't want to be the target of an annoying hero.

But then, she finally remembered. The last Ultimate Skill Guy needed to evolve his [Pride King Lucifer] was Grandbell's [Hope King Sariel], and once he got it, he would win their little race.

So Velgin came up with a nasty plan, which would delay Grandbell and Guy's meeting, get Grandbell to stop getting his nose in her business, as well as solve the overpopulation problem that may arise in the Dragon Kingdom. That is, train a large number of her human citizens to become soldiers and send them towards the hero.

Even if this plan failed, Velgin would still get a large number of souls from the humans, which she could turn into energy to fuel her next promotion, so she didn't mind the consequences.

And so, after a year of training new soldiers, Velgin sent nearly a million men into battle, who were all wiped out, but also took out almost all of Grandbell's army, forcing him to join Luminous to use her religion's knights.
