Of all the ways the world of Naruto with its crazy chakra powers, in some cases literal gods that could destroy mountains easily, could have developed, it did in such a strange way…

Usually or rather, surely when some humans held power over others, it would lead to discrimination and eventually, some ruling over others. Especially so when the power made the chosen group of individuals unbeatable by the other. In this case, shinobi kind over civilians.

So it made Sui very puzzled over how such a structure could have formed between Shinobi and non-shinobi. Even back during the warring states era, clans such as Senju could have easily united a part of the world and set up an empire instead of doing missions for money when logically, they could have just taken it by force and the normal people wouldn't have been able to resist.

The formation of hidden villages, actions of the clans during the previous era, and many more similar matters seemed a little illogical to Sui.

Maybe a stronger force oversaw the situation? The sage of the six paths had shown himself somewhere in the story after all. Maybe it was because of this world's Culture? Sui did not know.

Now, you might be wondering why Sui would think of such things. Naturally, if he wanted to make something like a shinobi village, he had to understand this world completely.

Unfortunately, he could not figure out the answer to this matter so he decided to stop thinking about it, for now.

Instead, Sui focused on what made a shinobi village as he laid down on top of a random building, gazing at the unfamiliar night sky, enjoying the view of stars. He had decided to thoroughly plan 1st before taking any action, this was a very serious goal after all. As for food and lodgings, he was a Kage-level being at the moment, such things didn't matter to him anymore, it took at most an hour for him to locate the local bandits and rob them before they could blink.

In this world, the basis of the formation of shinobi villages had been an alliance between shinobi clans to provide peace and at the same time, increase power. Uchiha and Senju being the first ones.

The entire structure was made based on the Daimyos and locals who would hire shinobi from the villages for a variety of things such as protection, assassination, and more.

The money would flow from civilians to shinobi and then from shinobi back to civilians since the shinobi needed money for food, living, etc. A relationship that seemed to have formed and settled after years.

Based on that, Sui realized that to make a shinobi village, he had to focus on money first. And to do that, he had to manage the resources available in the land.

Land of waves had many rivers running through it, that was why it was prone to floods. It was famous for its Mangroves which were filled with all kinds of lifeforms. Sui saw a high potential since, with enough time, he could make modern-earth-like dams to make electric energy and at the same time solve the flooding problem.

Moving on, the land of waves was an isolated island that mainly relied on shipping for commerce and trade. Sui had asked a few questions from the locals and had all but confirmed that Gato was around which meant he had yet to reach the time where the story began. Shipping was in the hands of Gato, He realized that he could easily take over Gato's wealth solving the money problem.

That left him with the shinobi problem which he had an idea how to solve.

When he analyzed a little bit, he was pleased.

Due to the fact that the land relied on trade and shipping, his hidden village would never run out of job requests, especially for protection, which meant a steady income for him.

Also, since there was no annoying Daimyo around in this land, he as the future Namikage would be the absolute authority.

'Village hidden on the waves, Namigakure no Sato. Now I just need a base to build the village and begin my work…' Sui thought.

He had no ability to help him with that so he decided to have the people build it for him, they had rebuilt Konoha after all.

Feeling much better with a steady plan, Sui closed his eyes and slept.

The sun slowly rose, waking him up early morning, Sui had not slept for a long time so it was a relaxing rest despite it being on a rooftop, it helped with his mental fatigue, 'It seems I have to sleep every once in a while to rest my mind, cultivation doesn't help with that…'

He stood up and vanished from the spot. He began searching for Gato by asking around.

Meanwhile, Konoha was in chaos. The village was under lockdown as hundreds of shinobi patroled around, many Anbu teams had been given one mission and left the village to search and capture.

The bingo book had also been updated, a new S-class bounty had appeared on it. Surprisingly, there was not much info, there was only a technique described that matched with Sui's Lightning god mode. Not many had seen how he had looked like in his escape, even if they had, he was too dirty to be seen clearly, that was true for the Hokage as well. His glowing hair in lightning god mode had made it harder as well.

Speaking of the Hokage, Hiruzen Sarutobi was currently massaging his temples, in front of him, all the clan heads and council members had gathered in an emergency meeting.

The uncomfortable silence was broken by Danzo, " 10 Jonin dead, 32 Chunin dead. More than 90 were injured… This is absolutely disgraceful! We have become a laughing stock in the shinobi world! How will anyone take us seriously if enemy shinobi can come and go in the village as they please?!" His tone was filled with anger.

All the people in the room turned to him, Hiruzen Sarutobi with a frown. Danzo was surprisingly using this situation as an opportunity, he had already gotten rid of any evidence.

Danzo continued, "We are in dire need of change, and I believe it should start at the top." He looked at the Hiruzen, his meaning clear, 'We need a new Hokage, me.'

He was cut off by Hiruzen, "Enough! As far as I know, the enemy appeared somewhere within the Anbu base. Don't you have anything to say about that, Danzo?"

Danzo pressed on, "This is my point! if the enemy can get there unnoticed, how would we know if he isn't here among us?"

Sarutobi frowned but before he could say anything, a middle-aged man with a ponytail stood up and said, "This matter is not as simple as it seems; It is extremely hard for an enemy shinobi to get into Konoha, the barrier would reveal them not to mention the sensory ninja on duty, ignoring all other measures. As for the Anbu base, It is impossible for them to go there, you all know better than me the security measures put there."

Danzo hid his annoyance as he said, "Your point is, Shikaku?"

Shikaku Nara looked thoughtful, "This only leaves one possibility… He was already at the Anbu base. Which means somebody took him there."

A commotion broke out among the people present.

"A traitor?" Sarutobi's eyes were cold as he asked.

Danzo's back was covered in a cold sweat, he quickly said to divert the attention, "No matter what, this shows that the village has become weak. We have to fortify our defenses. I have a few plans…"

As Danzo listed off his ideas, Hiruzen's face got dark, all the changes would take away from his authority. His instinct told him that the recent situation had something to do with Danzo but he had no proof.

"And who will choose these shinobi to carry out these plans?" Asked Hiashi Hyuga.

"I will naturally," Danzo replied.

The other 2 members of the council, Homura and Koharu, voiced their consent.

The clan leaders weren't pleased but seeing the Hokage remain silent, they too remained silent.

This recent event had damaged the authority of the Hokage. They thought it was time for a change and they supported Danzo. He had the two other council members in his pocket, his Root had infiltrated most of the village like a disease, it was quite simple for him to gather enough support, bribing the civilian clans to put financial pressure on shinobi clans was all too easy for him.

Hiruzen noticed this matter, even though the clan leaders were loyal to him, the majority of shinobi and most of the village were dissatisfied with him. It was just like back then when he had resigned and had given Minato the hat.

There was no one this time around though, he couldn't trust Danzo to be the next Hokage, none of his students were around either, he sighed, 'It seems I have to investigate this in secret. Old friend, I can only hope what I think is not true.'

He looked at Shikaku and shook his head before Shikaku could open his mouth again, the latter seemingly understood something and sat back down.

He was called the professor, after all, despite his old age, he knew exactly what to do to get the truth, he needed Shikaku Nara for that.

The meeting came to an end an hour after that, many matters were discussed and many changes were implemented regarding security. The person who profited most was Danzo, not only had he turned around the situation, he had gotten control over many security measures of the village.

Back in the land of the waves, Sui finally found Gato. In front of him was a big building, many guards were inside, he muttered to himself, "So it begins."
