In this world, Eevee is categorized as a house pet, not a combat-type Pokemon because of its cute, friendly, and loyal nature. That's why his aunt was initially surprised but not opposed when he chose Eevee as his first Pokemon. Since Jun dreams of becoming a Pokemon scholar, choosing Eevee as a starter Pokemon may not be a bad idea after all, given its nature.
But Jun knows that Eevee's DNA is unstable, which can cause it to evolve into a variety of different types attributes of evolution. This unstable nature is what makes Eevee such an interesting and easiest Pokemon to study. If he can provide the right evolution item as a catalyst, then voila!
