22 Chapter 20: Changes

There had been very big changes after Quinn finally reached Tier 2. There was a very powerful reward for an outstanding performance in Hell mode. However, Quinm didn't claim it for now since he felt that it would be useful for later on.

The very first thing that got his attention was that his talent had changed after Tier 2. He soon found out that there had been an additional feature that was added.

[SKILL BESTOWAL]

Description: You make a copy of all your skills and you can bestow them upon others. Can bestow skills to up to 1 person a day.

This functions awesome! Next time when got an op skill, he could share it with everybody and by that point, nobody could stop them anymore.

For now, he didn't have any skills that seemed to be worth sharing. Take note that although skills looked very powerful, they had either all evolved from simple skills or either they have strict requirements that others can't afford.

They didn't have his 100× skill proficiency gain to quickly level up the skills and their attributes also weren't enough to maintain some of them.

The only thing that he could bestow was the [BLUEPRINTS MAKING] to Avelin and to Jarvis for tomorrow so they could make the blueprints whenever Quinn wasn't around. Even then, they have to take some rests in between.

The next change was that he could finally level up to a town from the village. Although he himself could build a city right now, it won't be acknowledged by the system. He still had to meet some requirements.

He had met all the requirements actually except the population. He need a hundred people to live in his village before he could level up to a town. There were only a few tens living there and he could only summon one person a day.

Fortunately, when he had reached Tier 2, the summoning chances were actually raised to 10 people everyday and this will greatly boost the population gain.

He was given a chance for today to summon so he immediately used it. Ten magic circles appeared and all brought with them people of various ages. Quinn found that half of them were all young adults while half were just kids.

For now, Quinn decided to do the introduction of the whole place himself. In the future however, he planned to post a mission on the mission board about welcoming newcomers everyday and briefing them of what to expect. This was a repeatable mission and had to be renewed everyday if you planned on doing it a few days in a row.

Now that their population was also starting to grow, it would be troublesome if Quinn had to keep on making blueprints for everyone. To solve this, he made a blueprint printer that basically could make hundreds of copies of one-time use blueprints from Quinn's permanent use blueprints.

Quinn asked the system if he could designate a spot where the summoning will be activated automatically and fortunately, could.

He assigned a spot for newcomerd to spawn into and in front of it was a small building that Quinn had just made. It was very simple and only had the reception area and a lounge area.

All newcomers basically have to register here and to receive their huts. The lounge is just for the people, who's in charge of introducing the place, to wait for the newcomers. They were also given their own IDWs here.

Quinn asked help from Avelin and Jarvis to quickly nurture a few staff who could take over these positions as they couldn't take care of everything themselves.

Fortunately, as business and management gods, they had specific skills that let them manage their own subordinates even if there were hundreds of them.

For example, they could make something that resembled a group chat with a their subordinates in it and all their commands would be instantly delivered to all of them. There could also make sub groups where only specific people will receive the messages.

Also, they have some kind of management panel screen where they can see who's working hard, who's working more efficiently, and who's slacking.

With Avelin and Jarvis managing the territory for him, there would be very few chances of slacking or even corruption.

For the next few days, people had been constantly being summoned and the territory was finally looking a little lively. There had also been a few talents that actually managed to emerge from the elementary school.

When Quinn upgraded the school to Tier 2, it had a new function of having a 1% chance to awaken a talented person. When that person awakens, he would receive all the elementary knowledge on that area. All those who awakened could directly graduate since they already received the knowledge from the elementary school.

The awakening chances were abysmally low but a few still managed to awaken. Most of the awakened were combat type talents.

This time however, a talent in architecture had emerged. Quinn actually appreciated this talent more than the combat type ones. It was a teenager this time named Ballard who awakened. He went to school for a few days, got inspired by architecture and awakened, and in addition, he managed to actually get an architect class after making a model for his own house.

Although Quinn could make blueprints for all kinds of houses, he lacked the ability to design beautiful models.

Quinn asked him if Ballard wanted to work for him and of course he accepted. Quinn's character was well known so he thought that the treatment would be probably good since it's him.

Quinn of course didn't disappoint and have him a Tier 1 house for a start. He also directly gave him the [BLUEPRINT MAKING] skill. With it, he didn't have to make physical models and just made them inside his head. His efficiency in making models was increased since it wasn't a physical model and he could make changes as much as he could.

When he's done designing, he can just make a blueprint and submit it to the Construction Department that Quinn planned to build. They were basically in charge of the blueprints and since they didn't need builders themselves, they only needed a few people to print and manage the blueprints.

Under the Construction Department, Quinn wanted to nurture a few architect teams where each team will be given a specific job. For example, one team would be in charge of designing and making blueprints for civilian buildings that would be sold to the civilians.

Another team would be focused on making governmental buildings such as the schools, headquarters, etc. while another would focus on industrial buildings.

Quinn also wanted to nurture a few more talents in all professions such as engineers, doctors, teachers, and such so he also made schools for them.

Of course, all-knowing Anrod had to take charge as the principal in all of them until he could raise successors for each school.

While Quinn was still thinking of what more could he do, he received a very urgent notice.

[Warning! Player Quinn, it has been detected that your actions have caused an extreme imbalance in the monsters' life cycle. Usually, all monsters killed by the players would be recycled and used for making new monsters. A few days ago, there has been a large scale killing of monsters but all the materials that have been returned were the amalgamation of all the impurities from the monsters. Because of your actions, instead of animals, beings called The Impure will be summoned.]

[The Impure are similar to beasts wherein they have very little intelligence and will attack all intelligent lifeforms. However, beasts aren't similar to The Impure wherein they still have basic instincts, such as taking care of their child. The Impure will attack and kill all living being it encounters.]

At the same time, there was an area announcement that rung into the ears of all players in Flatmore Area.

[Warning! Player Quinn's actions have caused a massive imbalance in the life cycle laws of the monsters. Because of his actions, The Impure will be shortly summoned around Flatmore Area instead of monsters. The Impure are many times more savage and bloodthirsty than savage beasts themselves.]

[Ding! Because The Impure is a great threat to all lives, each Impure will provide double the xp. Killing an Impure would be considered purifying them.]

When the players around Flatmore Area heard this, their first reactions actually weren't to curse at him for implicating everyone in the situation. Instead, they cried out in surprise.

"Fuck, is big boss's strength so great now that it can affect the world's laws?!"

"I know right?! He directly caused an imbalance in the world's laws."

They gasped in amazement first at Quinn's incredible strength before finally being troubled about what to do to endure their safety.

Thankfully, Saviour Quinn posted an announcement in the Area Channel. Firstly, he wanted to apologize to all the players implicated. Next was that he had invited all of those who are willing to his territory to tide through the tribulation together.

Yes, Quinn decided to finally meet other players.
