Intelligent creatures that have been reproductive once again after a hard medical investment, but they aren't animals that other creatures more advanced can control or manipulate.... the only possible solution is convince the ones in the city to find out how to create life again or die knowing that they are the least ones. There is a special group they are young but their decision is followed by all the living creatures in he galaxy because of them money keeps coming in to support the city needs. In a place where money has no use unless you want to get out the city without the possibility of getting in again. Can you live in a city created to preserve the ones in there like in a living museum and constantly filmed? The only ones that can't dicover your lies are in the same boat with you in a city created to show the galaxy everything about you.
