High above the Atlantic Ocean, aboard S.H.I.E.L.D.'s aerospace mothership, Nick Fury faced a day of unprecedented challenges. Opting not to remain in the familiar Tri-Wing Building in New York, Fury had chosen the commanding heights of the Sky Mothership.

Positioned in the command room, Fury, with his one-eyed gaze and somber expression, sent a clear signal to his subordinates that he was in a foul mood. Recent events, from the Gotham Beast attack to the New York monster murder, the mysterious hammer incident in New Mexico, the Atlantis civil war, and the mutants advocating for their rights, had created an unrelenting stream of troubles.

Compounding matters, the overbearing influence of ARRGUS, especially Amanda Waller challenging Fury's authority, added to his frustration. To confront these challenges, Fury had dispatched nearly all available personnel, putting himself on the front lines as commander. The burden of responsibility weighed on him, knowing that any misstep would be a reflection on his leadership.

Amidst this chaos, Fury found himself contemplating the resurrection of an old idea—the formation of the Avengers. He had toyed with the notion when he first assumed the director's seat, inspired by his space comrade, Captain Marvel. Yet, implementing such a plan proved to be a formidable task, given the complexities involved, including political pressures.

The political landscape further complicated matters, as politicians sought control over the powerful force the Avengers could become. They aimed to disclose the identities of the Avengers to promote the registration of superpowers, a proposition Fury vehemently rejected. The clash between the desire for control and the need for transparency prevented the formal implementation of the Avengers plan.

Undeterred, Fury had discreetly reached out to various superpowered individuals, including Superman, Wonder Woman, Green Arrow, and the Flash, only to face rejections or conditions. It was only through Professor X that Fury received a positive response—Wolverine's willingness to join for a limited period.

With Captain America, Black Widow, Hawkeye, and now Wolverine forming the core of a potential Avengers team, Fury realized the need for a technology expert. As he pondered suitable candidates, Dr. Simmons, a Level 4 S.H.I.E.L.D. agent, interrupted with the latest laboratory results regarding Ivy Pepper's blood.

Simmons reported a complex mixture of over 2100 plant genes and human genes, harmoniously integrated by a unique method. Despite the remarkable discovery, Simmons cautioned against hasty experiments, as the chances of success were almost zero, and failure could lead to the breakdown of the gene chain and death.

Acknowledging the risks, Fury ordered further study. The arrival of Fitz and an agent with news of Iron Man, Tony Stark, engaging in a fierce aerial battle with another armored opponent added to Fury's mounting frustrations.

"What the hell!" Fury exclaimed as the challenges continued to escalate, leaving him grappling with an uncertain future.
