Embra sits on the chair, accompanied by Belfast and Grayfia on the side. All the assassins working under Grayfia, Koko and Shizuku are also in the room which exist in the underground of newly built 'Amaterasu' store. It is no need to say that, the room is a super secret room where all the advanced technology are placed around without holding back to makes sure that, nothing leaves out of the room. Not even air.
Currently, there is a frown on Embra's face which shows that, he is very much displeased by the actions of Clover and other archaeologists of Ohara. Since the moment he walks into the library, Embra has been releasing a subtle amount of haoshouku haki to let Clover knows that, he can't ignore Embra. Of course, Embra knows that, Clover, who is responsible for the library will be cautions against Embra who is releasing haoshouku haki. So, knowing that, Embra treat the librarian at the counter nicely, waited for two hours patiently, and even when he go to ask the librarian when two hours are up, he still treated her nicely, just to show Clover that, he means no harm.
Moreover, he gave ten seconds for any of the archaeologists near the vicinity to make a move or tell him about the reason why he can't go in. But, even though, their eyes are on him, archaeologists did not make a move at all which pissed Embra. He was nice to them. He even ordered his subordinates not to be angry at the archaeologists' behavior at him and also ordered them to make sure that their weapons are not visible. He also persuade Izumi, who always protected Embra on the side with her naginata plainly on sight, to make sure that, her naginata is not visible.
He went so far just to make friendly relations with the archaeologists of Ohara. But, all he got in return are wary and suspicious gazes from them. So, he directly insulted them and humiliate them throughly. He did not regretted his actions. Not even a bit. But, still
"It is a pity. It is unfortunate but, we will be stopping any actions to appease to the archaeologists of Ohara and stops forming friendly relationship with them. Treat them equally like you treat to other customers. Cancel any future sale plans that are targeted to archaeologists. They are a complete disappointment. *sigh* What a let down." (Embra)
"Yes, Lord Embra." (Koko)
"I could not agree more, Lord Embra. I can understand their protectiveness to the books of the main library and cautions against nobles but, even so, they were too paranoids. They became narrow-minded and think that, all nobles are the same. Their minds were clouded with so much suspicions that they mistake Lord Embra for enemy. I am also disappointed in them." (Grayfia)
"Belfast also agree. They were too cautions that, they overlooked the fact that we did not carried any weapons or waited patiently for two whole hours. *sigh* But Belfast doubt that, they would think differently if we were stood up an hour earlier. Surely, they would have think that, we are not patient enough and just the same as those pitiable excuses called 'nobles'. " (Belfast)
"They were also quite rude. Really. WHo do they think they are to direct killing intent towards Lord Embra? *tch*" (Izumi)
Unsurprisingly, all of them agree to Embra. After all, as subordinates whose settings are written so that they are eternally loyal to Embra, it can be said to be a miracle to hold back their weapons from slicing the necks of all archaeologists int he library.
Embra who has been drinking a glass of wine, put his glass down a little strongly which immediately earned him complete attention from all the people int he room.
"Well, that should be enough, you all. I am no longer interested in forming friendly relationship with them. Nonetheless, it is a different story for the tree itself. The tree is too precious to let it be destroyed. So, Grayfia, you and Senjumaru think of some way to bring that tree to Agartha.
Don't worry about not having enough land on Agartha. I have different solutions for it. So, just search ways to bring that tree without killing the archaeologists and without alerting the WG. You have three years." (Embra)
"Please leave it to me, Lord Embra. I was also thinking of proposing you the same thing because seeing the paranoid nature of the archaeologists, I no longer want to leave the tree in their hand. It is too precious for them." (Grayfia)
"Ah... Oh right. Make sure to obtain books on ancient texts, Poneglyph, and information on other Poneglyphs. Also, continue the search for the history of my Sakura Kingdom." (Embra)
"Of course, Lord Embra." (Grayfia)
"um. Lord Embra, I want to ask something..." (Koko)
Embra looks at Koko who looks like she is hesitating something. Well, it was not surprising because Embra's frown still has not disappeared yet. So, she is being caution not to displease Embra further. Embra who looks into her eyes instantly understood the feelings she is feeling. So, he soften his facial expression, which makes Koko breath a sigh of relief.
"What is it, Koko? Do tell." (Embra)
"I heard, you are interested in the mother-daughter pair named Nico Oliva and Nico Robin. So, I was wondering that maybe I should bring them in with my power..." (Koko)
Embra thinks while sipping the wine and come to a conclusion that, that would be the best way to do things. After all, it would not be hard for Koko to hypnotize Oliva who is obviously weak-willed than Koko, who has already gone life-and-death battle because of all the training in Agartha. All it would take is just a physical touch. Compared to that, if Embra were to persuade Oliva, it would have taken a lot of time and it is not sure to succeed either. So, he gives up on persuading Oliva himself and leave it to Koko.
While he is at that, he also asked her to persuade the giant marine Saul because Embra likes his personality.
And so for the next few minutes, they talked about some future plans while Embra is giving his advise on something and ordering some new orders. He also made plans for Koko to spread her influence in West Blue using economic. After all, that is the main reason why Embra is here.
So, after discussing a few things with them, Embra dismissed all of them except for Belfast and Grayfia.
"Should we serve you now, Lord Embra?" (Belfast)
"No. I was just thinking about summoning a few individuals for your team, Grayfia. You know, I would have struggled with just a twenty team member to gather informations on the whole island of Ohara where population is nearly two thousand. In fact, I am surprised, you are not complaining." (Embra)
Embra is not lying when he said that because he too would have struggled with just twenty members to gather information on an island of 2k people. Granted, all twenty member of Grayfia are expert assassins and spies who are ranked B or C but, even so, there are too little people. So, Embra decided to summon a few personal.
"I have no problem currently, Lord Embra. But, I won't mind a few helping hands." (Grayfia)
"I see. Then, I will summon another twenty personal for you. So, I want you to choose two B-rank, three C-rank, five D-rank and ten E-rank. Which types of summon do you want?" (Embra)
Embra's words makes Grayfia thinks a little. So, seeing that Grayfia is thinking about which summons to choose by basing on her current tasks given by him, Embra gives his empty wine cup to Belfast. Belfast immediately understood his intentions and immediately fill the cup with her blue milk, indicating that, she drank blueberry milk this morning.
Embra enjoys the milk freshly milked from Belfast for a few minutes before Grayfia spoke.
"Lord Embra. I have decided." (Grayfia)
"Hm. What summon you are going to choose?" (Embra)
"Yes. For two B-rank, I was thinking of obtaining summons who are good with their feet. I also want them to have some combat potential because I want them as backup on the islands where our spies are. I want them to provide support to our spies in case they need to retreat. For C-rank, I want three individual who has experience being an information broker. They are to act as shop owners or restaurant owners while gathering information.
For five D_rank summon, I think, merchants and those who has experience in doing business or clerk would be better. And, for ten E-rank, I think assassins would do the jobs. I can manage for the training. So, please do not worry about it. I will train them up to their standards." (Grayfia)
"Humu. Let's summon them now. Eve choose one archer and one assassin from B-rank, three information brokers from C-rank, three merchants and two politicians from D-rank. Let them all be female. That leaves us with ten assassins from E-rank as male, right? I will leave it to you Eve." (Embra)
Eve, the summon system gifted to Embra by Goddess Gaia, begins its work and summons those Embra wanted from the anime and mangas of Asian fictional stories. In total, twenty summons appeared in the huge screen in front of Embra, each have their own skills but, without any DF. However, there are some interesting individuals in the group of twenty summons. Embra further enlarge the screen so that, both Belfast and Grayfia can see it. Grayfia immediately takes note on the information displayed on the system screen so that, she knows which individual to assign which jobs.

After they have summoned, Embra, Belfast and Grayfia spends sometime thinking of which settings to choose. Belfast has already experienced in this as she has always been beside Embra every time he summons. But, for Grayfia and other divine generals, they have only been participating in this event just a few months ago when Embra summon some more scientists.
So far, Embra has summoned four S-rank, 10 A-rank, 15 B-rank, 17 C-rank, 20 D-rank and 10 E-rank and his total Sp left is 40 billion Sp. It is supposed to be 45.86 billion before he left the island but, on the way, he decided to exchange 4 billion worth of Sp with Beli, currency of this world, with the exchange rate of 1 SP to 1 Beli.
He gave 1 billion Beli each to three divine generals and 500 million Beli each to Koko and Shizuku who are given the duty to make a foothold in West blue. The rest of the Sp are spent summoning twenty summons earlier which cost him 560 million. The remaining 300 million are shared among two A-rank: Izumi and Morgiana. Of course, he has planned to give 500 million each to every A-rank, 300 million each to B-rank, 200 each to C-rank, and 100 million each to D-rank, and 50 million each to E-rank but, he decided to give them later when they reach Agartha. The reason he is giving this much money to his subordinates is because no matter how he made them to be loyal to him, he still need to give them some freedom.
However, Belfast didn't get any money because she is contend with the things she has and Embra could not persuade her to take either. So, he gave up giving her money.
And so, with this, Embra's 'Making a base on the outside world' plan is a huge success. Marine did not bothered his merchant group and WG agent on the island was easy to deceive. Spies from other organizations such as newspaper channels and big pirate groups are also effectively controlled by the Mind-Mind Devil Fruit of Koko.
Beside, when accompanied by three S-rank and two A-rank, it is quite difficult to even fail the simple task of making a small business in Ohara. However, the one leading them is not a normal person either. Theoretically, no one in this world have as much experience in economic and politic than Embra, who became a billionaire on his own in his past life. Of course, the only exception to this would be the five elders and IM but, they are still far, far away from current Embra. So, it is no problem yet.
That night, Embra had a wonderful night accompanied by two new summons while Grayfia and Koko has effectively 'convinced' Nico Oliva to come to their side after two hours of 'fun' on bed while giant Saul is convinced with hypnosis which was not easy. As for Belfast, she is also having some fun training three new summons that, she took interest in while Izumi, Shizuku, and Morgiana are just having some light spar on the edge of the island.
