the Third Hokage frowned "what a disaster." First the Minato Namikaze and Kushina Uzumaki sacrifice themselves to imprison half of the9 tails in one of their twin sons who had just been born. Naruto was a new jenchuriki for the leaf. so far so good but the problem arose with Naruto's brother. No chakra at all not just very little but none. How could this be Danzo had already been in his office about taking in Naruto but when asked about Kai Naruto's brother Hiruzen's old friend said something unbelievable. "Why waste my time with a failure, he should be sent away and quietly gotten rid of." This sparked a argument in which the Third Hokage threw his old friend out of the office and banned him from returning any time soon. Hiruzen was furious, a failure. Are we to spit on the sacrifices made? No even if the boy could never be a ninja he would have a good life if only to help repay the debt that the village owed to his parents. Hiruzen called all of the clans together and made an announcement. For the safety of the twins what happened that night and their parentage would be S Level secrets told only when they were old enough to understand. With this decree it was decided to send them to the Orphanage to draw as little attention as possible.

Danzo was furious why couldn't the third Hokage see. Danzo's way was the only way didn't their teacher Tobirama show them they had to be willing to do anything for the village. Hiruzen did not need to be Hokage Danzo needed to finish talking to Orochimaru. First things first though he someones some of his root agents. "Wait 2 years then begin to spread rumors about Minato's brat demonize him to the everyday citizen." The Shinobu nodded then asked "what of the brother?" Danzo snorted "does not matter a failure is a failure let him suffer with his brother." The Root ninja vanished into the shadows.

Kakashi was a member of the Anbu, but for the first time he was conflicted. "Sensei's kids in an Orphanage couldn't I take them in. If not me then why not Master Jariya after all he is their godfather." When he brought these points up to the Hokage he was told " Jariya has his own matters as a spy master his duties will not let him settle down any time soon. But we cannot risk anyone getting word of the twins existence it could result in their deaths. Some of Minatos enemies would not rest until his bloodline is gone from this world."
