That's why the original Qiao Chen comes into the picture. He convinced the Emperor to use Yong An as a puppet, to fill the position of the crown prince. They both manipulate the Emperor into thinking that Yong An has no power to resist, his majesty.
There were no rebellion in the original plot.
But now that Qiao Chen had never intended to help the protagonist, Yong An change his plans and made Qiao Chen as a scapegoat.
The Emperor will neglect his duties, and his majesty will lose some of the support of the ministers.
At the same time, because of the obsession and craziness of the Emperor, he will monitor Qiao Chen attentively. The result, Qiao Chen will have a hard time performing his plans and scheming against the prince.
