378 CH11 (375), Securing, And Planning For The Future

The next morning, after breakfast, I told mom that I might miss lunch before I headed toward the real estate agency. I wrote Mr. Anderson that I would be at his office in 10 minutes, and I found him already waiting for me in the lobby. We went to his office and I began describing what I was searching for.

"I need a medium-sized property somewhere between my first and second property. Moreover, I need one with the authorization to build a shelter beneath it, and when I'm saying beneath I mean at least 50 meters below the surface.

Furthermore, the size of the shelter would encompass the complete area of my property. Obviously, I would still be using the surface for other things, but the shelter permit is indispensable," I told Mr. Anderson, who seemed thoughtful at hearing my request.

"I am assuming the shelter is an emergency one in case of an attack or tide," he inquired, and I nodded. "Yes, it's for the future orphans, caretakers, staff, and visitors that are present on my properties during an eventual catastrophic event."

"I see," he said pensively, "if it is for the building of an emergency shelter, I should be able to get a special permit, but in that case, you would probably have to show proof that you adhered to the permit. That means you can't use it as a permanent residence for anyone."

That made sense to me, and I saw nothing wrong with that. Besides, it was easy to notice that he said that the shelter could not serve as a permanent residence, which meant using it as a temporary one was not a problem. Still, no need to broadcast that I noticed that.

"No problem," was what I said instead. "Do you have any such properties available?" I followed up, but he shook his head in denial.

"No, we don't," he refuted, "in fact, you probably won't find any agency that has such a property at hand. At least not in the area you want the property to be at. The permit has to be granted by the town council, so you would have to apply for it, and see if they grant you your request."

That made sense as well, and it was not as if I could do anything about it even if it didn't unless I was willing to build the shelter illegally, which I wasn't.

"Do I have to apply for the permit myself, or can I ask you to do it for me as part of the service? I'd be willing to pay you a bonus if you do it for me regardless," I only half-jokingly inquired since I really did not want to bother with that, especially not with the paperwork that would no doubt follow such an undertaking.

"I'll do it for you," he said with a chuckle. "However, I think it would be better if we choose a few properties that suit your needs so that we can inquire at the town hall which one of them fulfills the condition for the shelter permit.

You can buy that one and I can then apply for the permit. It makes no sense to get the permit before you buy the plot since you would have to involve the current owner and it would only result in raising the price of the plot, which would be detrimental to you," he expanded and I fully agreed with him.

"You're right," I consented, "that would be pretty stupid."

He gave me a happy smile, probably seeing my reasonable attitude. Mew knows I heard about how unreasonable other people could be.

"So, one last thing I need to know regarding the shelter is if it is going to be a single floor or multiple," he asked and I told him what I had planned.

"There's going to be two floors. One for the people to stay at, and one for the stuff needed to make the place livable," I answered and I saw him note that down.

"Alright, then tell me how large of a plot are you thinking since medium is still a pretty wide range," he inquired while shifting his laptop closer.

"Probably between 5k and 10k m²," I gave him an estimate. "I plan to use the surface as a living space for the large and medium-sized Pokemon of the caretaker of the orphanage, and maybe for the older orphans as well. At least until they get financially stable enough during or after their journey," I explained and he began operating his laptop.

"Give me a moment to see what I can find in our database," he told me while typing. I gave him an okay and just silently sat there for the next 5 or so minutes while he did his thing.

"Thank you for waiting," he said before the printer began spitting out paper after paper.

"Alright, here are all the properties I could find that I think fit your requirements. Let's see which ones catch your eye. I recommend choosing at least three so that we have enough to present at the permit inquiry," he said while handing me that stack and motioning me to look through it.

The prices varied from 1 to 3 million Poke and the size from 5k to 10k m², just as I had asked. I chose four properties that I liked the most from the batch of 24 properties he gave me before handing the stack back to him.

"I'll buy whichever one of those four fulfills the condition for the shelter permit. Do you have an idea how long it will take to get the result?" I asked while he put the papers I chose into a separate folder.

"Well, I am honestly not sure, but I don't think it will take more than a week or two," he said with a slightly apologetic look. "However, it might go a bit faster and smoother if you would be okay with me using your name during the inquiry and later in the application," he said somewhat cautiously, probably because he was not sure how I would react to what he said.

"I see no problem with that. As long as it's just for this purpose," I answered with a shrug.

"That's great," he returned with a smile. "Then I'll inform you once I've received the result from my inquiry, and you can come over to handle the purchase of the property. I'll handle the official permit afterward," he said and we stood up since we were done with our business.

I thanked him for his help and left his office after a handshake. Once I had left the agency I directly made my way to the second property I had bought. The one that would be housing the Pokemon I was planning to make available for the orphans and the more unfortunate kids.

After I made it to the currently empty plot, I first did another check of the area, which considering that it was 30k m² took me more than two hours. Normally, it would have taken me much less considering how fast I could be if I wanted to, but I had taken out a drawing pad at the start and was using the survey to draw a rudimentary map of the plot to make it easier to plan how to divide it.

By the time I was done with that, it was time for lunch, so I took out a stack of sandwiches for myself while distributing everyone's food inside Utopia. After my brief lunch break, I took off into the air.

Once I was sufficiently high up to get a look at a large stretch of the surroundings of my plot, I sat down on a psychic platform and began to add things that stood out, such as the creek that passed by my plot, less than 800 meters to the east.

I was not sure if that one was part of the stream that passed by close to our house, but it was certainly possible. Still, the reason I specifically mentioned the creek was that its existence meant that I would assign the eastern half of my property to the Rattata.

The main reason for that was the existence of the water-variant among the Rattata, and those water variants would also be the ones that would be assigned the easternmost area of the plot. A plan, to create a small canal that went from the creek, through parts of my property, and back to a point further down the same creek, began to form in my mind.

The canal would not be too big, just around half a meter wide and about half a meter deep, but it would be a big boon for the Pokemon either way. I just would have to see if I needed any permission to do that or if the stretch of land between my property and the creek belonged to someone.

I did not want anyone to raise a stint at my actions. Worst case scenario I bought the whole stretch. It would cost quite a bit even for me, but then I would simply create the sanctuary I had been planning for my Pokemon there.

That way I would not need the third property I had asked Mr. Anderson to look for, even if I preferred for that one to be further out on the outskirts of Hope Town.

Anyway, after marking the Rattata area on my rudimentary map, I split that part further down. The east went to the water variants, the north to the grass variants, the south to the thunder variants, and the west to the fire variants. I even sequestered a part in the center between them for regular Rattata in case anyone preferred the normies.

After marking the areas I drew a little generator in the electric area, a copse of trees in the grass area, and a few fire stones and burrows in the fire area since those were what I was planning to add in those places to make it more comfortable for the Pokemon to live there.

The water area would get the canal, even if it would not be the only area the canal went through. No, I made the blue line that represented the canal circle arc through nearly the whole property before it returned to the creek.

After I did that, I focused on the other half of the map, before I began dividing it as well. I assigned the northern part to the Bidoof since that was one of the places the canal went through. The western part was assigned to the Spearow. I drew a couple of trees there since I needed to plant some for them to roost on.

The southern part was allotted to both Caterpie and Weedle who would share the area and the Starly got the eastern side. I drew a couple of trees in both areas since I needed to plant some for the bug types and for the Starly to roost on just like with the Spearow.

I placed the Starly to the east since they could fly and were the calmest of the bunch aside from the bugs. I did not single out an area in the center for now, but I could do it in the future if the number of water Sentret/Furret increased.

When that happened the bugs would move to the center, and the Sentret would take the southern area since the canal passed through there, but not through the center.

Right in the center of the property, I drew a house since that was where I was planning to build the facility that would house the eggs and supplies in the future. It would also be where small injuries and ailments could be treated.

I was not sure if I would store the unregistered Pokeballs I was going to use to capture each one of the Pokemon living on the property. I might just keep those on my person, or rather in Utopia or my bag of holding, just to be on the safe side.

Capturing them like that was also why I was not worried about them running away. The good food and safety were further reasons that would keep them from running away.

As for the security against thieves or attackers, I already had the idea to capture some of the stronger wild Pokemon and tempt them with food in exchange for acting as guards.

Anyway, with that, I was finished with my work and made my way home. I showed the map I had drawn to my parents and told them about my plans. They told me their impressions as well as thoughts, and we talked about the logistic of the whole thing in case it was turned into reality.

How many Pokemon could fit in the respective areas, how many trees had to be planted, how many berry trees, and how much food had to be delivered to the central building each week? Also, the number of staff I would need to take care of everything since there was no way I could/would stay there to do it myself.

We kept talking about it until dinner and only then did I put my map away, satisfied with the notes I had made during our discussion. After dinner, we chose to watch a movie, and I spent the next two days until we left for Aero City simply relaxing.
