1 1: From Rags to Riches Part 1

He grew up in Alola, his Father abandoned him and his mother. His mother spent the last 15 years on life support following a certain incident at the Aether Corp.
Now he had left for Kanto to begin his Pokémon Journey. With Magby on his Shoulder he was walking into The Pallet Town Pokémon Center.
Before all this he had lived in the real world, but had been a Pokémon Superfan. And he was gonna milk that for all that it was worth. He knew his father was some rich guy from Kanto or at least had ties to Kanto. And if anybody knew the who and why in Kanto it was Team Rocket Boss Giovanni. But to do this he needed to be registered as a Trainer in Kanto.
But even then. before he could meet Giovanni he needed a proper and Completely filled out license to even get inside the Viridian City Gym.
Now contrary to as simple as it seemed, Every Pokémon Trainer had a License that served legitimately more than one purpose. On That License was their Key Sponsors, Registered Pokémon Center, and Trainer Record. A Trainer's Record functioned similar to Academy Duel Disks in Yu- Gi-Oh GX, but it was more than that The Typical Ratio of Win's and Losses, the Overall rarity of a Pokémon and their moves, their Regional Form, and how many Gym Badges/Contest Ribbons a Trainer had won/earned, all of this was accounted for.
Now Sponsors served two purposes. Any Trainer they sponsored would receive a monthly Stipend of Pokè Dollars. This Stipend was dependent in their Win/Loss/Draw Ratio, Number of Badges/Ribbons, Skill as a Trainer and their publicity. It was a symbiosis of sorts, companies got cred for Sponsoring Trainers while Trainer's got varying stipends and deals.
Anyways, he was here as a formality, as far was he was concerned Magby was his Starter Pokémon, but of course Kanto was very traditional, Trainer's weren't allowed to start their Journey in Kanto without a Kantonian Starter on hand or at their Registered Pokémon Center.
Now Looking at things pragmatically, Bulbasaur was his best shot at early Gym Battle Victories on account of simply being the better type advantage against the Cerulean and Pewter City Gym Leaders, plus It lined up with his goals of stomping Damien hard and taming the Squirtle Squad. He just needed an Electric Type or two to crush Water Types and maybe an Ice-Type too. An Eevee would allow him am opportunity to evolve it based on any gaps in his Type Table, but He wanted it to be that Eevee's own choice.
Walking in he found Professor Oak waiting for him.
''Ah, welcome Tobio. A pleasure to have a distinguished member of The Lucendi Branch of the Lusamine Family here.'' Yeah, That wasn't really a good connection. Lillie and Gladion were cool, but When Lusamine began spiraling he left. Took Magby, tried to take Lillie too, but she refused.
''Do. NOT. Repeat. That.'' Says Tobio.
''Well, in any case, here's a Selection of Kanto Starters to choose from.'' Says Oak Awkwardly.
Walking over and opening up his Unovan Pokédex, he scanned each Pokéball:

All in all there were some good moves on that Charmander Couple TM's certainly, but very workable.

Gary had clearly jacked this Squirtle up on TM's in anticipation of getting it. He was seriously tempted to take it just to screw with Gary, but let's see what Bulbasaur has to show for itself first....

''Bulbasaur for me, I have more than a few ideas for hi6r skills to be made more effective.'' Tobio decides. He picks up Bulbasaur's Pokéball and releases it.
''Hi boy, how'd you like to reach heights that no Bulbasaur, Ivysaur, or Venasaur has ever reached before?'' Tobio asks as Bulbasaur looks at him inquisitively before looking at his outstretched hand.
''Saur.'' It says in reply before slipping one of it's Vines into his outstretched palm and wrapping around his hands. Professor Oak smiles in amusement, knowing that this Bulbasaur like many Shiny Pokémon had several quirks to it's personality.
Going to the tray holding his Pokéballs he picks all twelve of the shrunken balls up and clips them to the harness. He returns Bulbasaur to it's Pokéball and slots it directly in the slot just above his Crotch. He places Magby's Pokéball next to it after shrinkage.
''Here's your badge case.'' Says Oak.
''Appreciate it.'' Says Tobio as he takes it while also stealing the Prof's Wallet. To be honest he takes the license, intending to swap out the chip in his License with Oak's since it would make his access better. Plus as smart as you had to be to become a Professor, you would be surprised how often they expect a missing Wallet meant a swapped out Pokè License chip.
It took Kukui Weeks just to realize it was a chip problem and get it upgraded. Eventually after swapping it's replacement out with Lillie's, Mallow's and Hobbes, Kukui realized that it was him. So long story short a Professor's Chip meant presidential access.
As soon as the Proc turned his back he swiped the License and made an excuse for the bathroom...

Tobio left Pallet Town behind as he passed through route one. He'd make a fortune by climbing to the the top of the Pyramid one Pokémon League Conference title at a time. To do that he'd need at least one Legendary Pokémon. Now Ho-Oh, Lugia, Mew, Celebi, Jirachi, Phione, Manaphy, Arceus, Meloetta, Genesect, Diancie, Volcanion, Magerna, Regigigas, Kyogre, Groudon, Uxie, Azelf, Mesprit, Dialga, Palkia, Cresselia, Tornadus, Thunduras, and Necrozma are a Non-Starter.
Tobio would settle for The Kantonian Birds, Johto's Legendary Beasts, Hoenn's Regi Trio or Eon Duo, Sinnoh's Darkrai or Heatran, Unova's Swords of Justice or Tao Trio. Failing a complete set he'd settle for one of each and if it came down to a Shortlist of one per those sets it'd Be Articuno/Zapdos, Raikou, Registeel, Latias, Heatran, Virizion, and Reshiram.
But first things first, he wants to find and capture a new Pokémon to use in battle like no other before or after him has.....
