This was one of the reasons Sengoku helped Dak establish a branch in Water 7: to monitor pirates and gangs, preventing them from approaching the breeding shop. Sengoku didn't want Pokémon's power to fall into the hands of these villains, nor did he want them to have access to Pokémon Island and its miraculous items.
In his view, Pokémon Island was the future stronghold of the Marines!
Sengoku already regarded the Marines as an undercover organization planted within the World Government by the Pokémon Alliance. Of course, Dak was unaware of this.
However, the Marines couldn't intercept some forces, such as the World Government, who were still their bosses, and the Vinsmoke Family, an allied nation of the World Government, which wasn't considered an evil organization.
