"As it stands Kaido's crew isn't the only thing we should worry about," Sengoku started, not looking at Doflamingo's direction as he spoke, "There are rumors of a certain drug that boosts zoan devil fruit users specifically… and well, this could be very detrimental if the beast pirates are able use them against us in the war."
Even though Sengoku wanted to expose Doflamingo, he knew now wasn't the time. The pirate was also trying to sell his act of being on their side, so it was better to not do anything like this.
"Huh, now what kind of bastard would sell weapons of mass destruction to the beast pirates," Luffy chimed in, getting another irritated glance from Doflamingo. "But whatever it is, it can't be that bad. Aren't the Marines trying to find out who's dealing with that kind of stuff…"
Sengoku nodded, "They are… but its bound to take time."
Kuma also added, "I have investigated on that matter, the zoan drug has multiple drawbacks, along with it's addiction and in some cases life-ending side effects. But while other pirates might shy away from using them, the beast pirates might use them in the war. They do value strength above all, not caring how it was achieved."
"Huh, this drug seems pretty bad. We should probably hang the bastard who came up with the idea…" Luffy laughed, while Doflamingo stopped himself from reacting.
"There are also other things we have to discuss…" Sengoku said, wanting to change the subject, "We also need to pay attention to how we set up formation for the war." He said looking towards Tsuru urging her to continue.
"As it stands, we don't know if Kaido will come directly to Marineford for the war. We will set up Jack's execution here… but this is a war, and anything is bound to happen. And it's pretty obvious that we are trying to bait him to come here. But there's a good chance that he might not."
She paused before continuing, "This is just one of the things we should worry about. Even though it's less likely to happen, we must do something that might force him to fight here in Marineford then anywhere else."
That was true, even though the main war was going to happen in Marineford. The navy also had to spread its forces in New World and the blues. They can't have all the forces stay here.
So, this sparked a bit of discussion on what to do. If it was the other yonko's such as Red Hair, or Whitebeard, they would attack Marineford to save their crewmate. But the same can't be said for Kaido or Big Mom, they were known for scheming, so it was better to be on the safer side.
In some ways, the marines in the canon had lucked out against Whitebeard as he solely focused on saving Ace. But that wasn't the case for Kaido.
Also, there were some rumors that Big Mom might aid Kaido, as recently some of Kaido's island were taken over by the Big Mom pirates without that much resistance. So things were messy in all that sense.
Given Tsuru's assured words and Sengoku's relaxed demeanor, Luffy suspected they had some means of ensuring Kaido himself would appear at Marineford. 'Interesting, it seems they have some tricks up their sleeves…'
"I have a proposal," Jinbe said, bringing everyone's attention, "It is not my place to talk for the whole of Fishman. But Kaido is someone we can't underestimate or take lightly. So if the Marines are willing, then I can speak to King Neptune to send trained Fishman to lend help for the war. Their numbers can help the marines in war, especially in the sea… the sea is our territory after all."
Sengoku didn't know what to say, this… this could actually help them in the war. Even Garp was silent hearing what Jinbe was proposing, the other marines having various reactions,
"If it's not a problem, then we won't deny your help," Sengoku said after a while. If he brought up the proposal to the elders there was a chance they might reject the offer, so he was doing this himself. He was prepared for the reciprocations if it meant winning the war, and reducing the number lost in their side.
"But won't this be putting the Fishman Island at risk," Doflamingo said, not liking the odd factor at play, "The beast pirates might try to seek revenge after the war…"
"Well, it just shows how willing Jinbe is here for the war. And besides if we win, there won't be any beast pirate in the future…" Luffy added leaning on the table. Hinting at the fact that he might be behind this.
Sengoku and the other marines of course appreciated this help and they were asking themselves why they didn't try this sooner. But then again, Jinbe would have refused them, since the Fishman wasn't fully under the world government.
"We will be putting ourselves at risk. But if King Neptune agrees, this will being benefits for future relations between Fishman and humans," Jinbe said, looking at the old marine, "Also Fishman Island is Whitebeard's territory, so we are already against Kaido and his men."
Jinbe added the last part to remind them on who's Fishman would always be.
The marines nodded as they started discussing on how things should play out, planning out their next steps.
Boa Hancock who was at the meeting frowned at what was going on. Wondering why Jinbe was risking his own people for the fights of men. But then she started realizing the political play here. It seems things weren't as easy as it seemed.
Luffy looked on at the meeting. A small smirk on his face, things were going according to his plan. It was hard to convince Jinbe to agree with this proposal.
But when Luffy explained how good reputation would come from helping the marines in the war along with getting a voice for the Fishman, Jinbe agreed.
In some ways, this might decrease the discrimination between the Fishman and humans.
One thing worth the mention was, Jack the Drought, from Kaido's crew was a Fishman. And the war was kind of starting because of him. So, as the tension grew people in the coming days, they were starting to blame the Fishman for their problems. So in a way, this would not only stop their problem, but would help them in gain some good publicity.
