77 “Democratic Council”

1 month passed since Yamamoto and the others arrived at Aurora Island. Many things happened in this month. Yamamoto never had such a busy month, it was a complex process to create a village from scratch.

Together with the founding members, they decided to call the "Democratic Council" the regular meetings where they meet to discuss political issues, make decisions, and plan strategies for the nascent nation.

There were currently 7 people participating in this council: Yamamoto, Clover, Olvia, Hocha, Dragon, Kuma and Ivankov.

Currently, they did not have any representatives to choose from the people, as they had only recently arrived. When they are better settled and there are more important sectors in the village they will decide to elect representatives to participate in the Democratic Council.

The first meeting was held in a poor place, in a makeshift tent with small tables and chairs, however, Yamamoto knows that in the future this will not be the case and they will have a suitable place to hold the meetings.

What they decided in this first meeting was simple. To explore the island in greater detail, although Dragon's subordinates had done a general reconnaissance, they had only covered a part of it. They were now a group of more than 50 people.

So they chose the strongest and most resilient people to explore the island. The objective was to search for natural resources and strategic locations. Also to identify areas suitable for agriculture, water harvesting, and housing construction.

They already had the area that Dragon's subordinates found, but they could find a more suitable area to create a larger city with better resources.

In a few days, they found a better place to build the future city. It was a wide plain in the heart of Aurora Island. It was many more kilometers of plain than the area Dragon's subordinates found.

The biggest advantage of this area was to build a future large city, however, the bad thing was that it was far from the port. The forest was not far away and the lake was a few kilometers away.

Earlier to get to the area Rick found they made a 30-minute walk from the port. From this new area, it would take 45 to 50 minutes on a normal hike.

They decided to build the future city in this area as it would be beneficial for the future.

In addition, thanks to this exploration they identified areas with valuable natural resources, especially fertile land for agriculture, and found a large river that runs through the entire island.

After gathering this more detailed information, the Democratic Council developed a more detailed plan. Most of the villagers who came from Lego, Ralph, etc. were farmers. They were farmers, and few had a different profession, like Henry's family who were carpenters.

So they allocated small plots of land for the villagers to farm. They already had water sources to irrigate the crops, they only had to dig wells. All they needed were farming tools and appropriate seeds or plants.

Then this month they completed the construction of simple shelters using materials available on Aurora Island. These shelters will serve as temporary housing while permanent and much better housing is being built.

This temporary shelter was built in the first area Dragon's subordinates found. In addition to the house, they built a library in good condition to store Ohara's books so that the archaeologists could continue their studies.

Yamamoto was walking around the temporary town, where there were a lot of houses compared to when he arrived a month ago.

Before the new month, Yamamoto set out to earn the respect and admiration of all these people. And he succeeded, the most difficult ones were a very stubborn old couple, who were the grandparents of one of the ex-marines.

22 people were added to the people under his protection, so he got 50 people in total. And when the new month was up, he got 500 merit points.

Yamamoto was on his way to the area where they had chosen to build permanent housing and in the future to become a city.

As he walked and looked at the beautiful scenery of Aurora Island he was absorbed in his thoughts.

'We need money...' thought Yamamoto, although Aurora Island had natural resources for the town to be self-sufficient, the Revolutionary Army was not the same.

Besides there are things they may demand from the nation that they can't manufacture on Aurora Island or can't do so currently, so money was very important.

Thanks to them stealing a Marine Ship and many other ships they had almost decent capital. For an individual or group, it would be a large capital, but for a nation and an army that wants to overthrow the current regime, it is not.

From the ship of the Noble World that Yamamoto stole they got a large amount of money, more than 200,000,000 berries. Pluming wanted to buy many slaves on that voyage he was making but ended up dying.

Yamamoto concluded that the best current way to make money was to steal it. His robbery targets had to be criminals, pirates, and corrupt marines or nobles otherwise the system would subtract merit points.

"How's it going Mars, how long will it take to build that city?" asked Yamamoto arriving next to Clover and the others.

"On one of my trips, I managed to get hold of it" answered Yamamoto without specifying too much.

Yamamoto handed him the blueprint of the soul society. This he bought through the system store and it cost him 1,000 merit points. Thanks to the fact that he was now earning this in 2 months it didn't hurt him so much to buy it.

Mars was amazed by the plan of the Soul Society which was full of details. However, Yamamoto, there was one part that he did not give him the blueprint. He only gave him the plan of the Seireitei which is the center of the Soul Society and is a huge circular enclosure. He did not give him the Rukongai which comprises most of Soul Society and is by far the most populated area.

When Yamamoto was about to buy the plan of the Soul Society the system gave him a choice of several options, the plan he chose was the cheapest and this one could be inhabited by 30,000 people, 10,000 in the Seireitei and another 20,000 in the Rukongai.

Some plans doubled or more the number of people. The system took care of modifying the plan, so that it would fit in the number of people chosen by the user, always leaving the most important buildings.

Yamamoto thought that 10,000 was already a huge number and it was useless for now to build the Rukongai as well.

"To build this you will need a very high amount of money" commented Mars.

"Okay, I'll take care of that, if you have the necessary money how long will it take to build?" asked Yamamoto.

"Having such a detailed plan already will save us time, it's hard to give an exact time... hmm I would say it could take between 5 to 10 years, as long as you have availability in building materials, financing, and labor" answered Mars.

"I have seen the blueprint and it seems to be for thousands of people. We will need a lot of people if we have this gigantic city" commented Clover.

"Yes, we are very few now, as the city is being built we will get people to come to Aurora Island" said Yamamoto.

After a few more words Yamamoto said goodbye to Mars and the others, he started to head towards where Tesoro and the other young men were training.
