You know that CP0 Agents are not easy to defeat, even if faced with two or three super-powerful enemies.
CP0s are agents specially trained by the World Government, and their strength is equivalent to that of a high-ranking Navy soldier.
Now that the two trained Agents were dead in front of him without him even realizing it, this proved that Dio had the ability to kill them easily.
Now the Senior CP0 Agent who took Spandam's advice regretted it. Even without Emiya's help, Dio was able to kill them easily.
