Why does he want to amass such a huge army and why is he so fixated on the year 1524? What will happen during that year? No one knows.

Shyarly's prediction

Fisher Tiger and Jinbe suddenly joining his crew really caught Kenshin off guard, he didn't know what Fisher Tiger is planning but he knew that Fisher Tiger isn't someone he needed to be on guard and that is the reason why he accepted them.

The little meeting continued as Neptune told them that he will let the minister left assist Fisher Tiger on the reformation of the Fishman district which Fisher Tiger gratefully accepted.

After finishing their meal Kenshin decided to stay at the palace for a few days while Fisher Tiger and Jinbe went back to the Fishman district so that they announce the good news.

On their way back Jinbe glanced at Fisher Tiger beside him and asked, "Brother Tai, can you tell me why did you suddenly decide to follow Kenshin?"

Fisher Tiger continued to stare at the distance seemingly deep in thought, a few moments later he said, "I also didn't know why but Queen Otohime told me a few months ago that I should do my best and get close to Kenshin as soon as possible."

"What? It was Queen Otohime who told you to do that?" Jinbe stood up and in astonishment, he didn't expect Queen Otohime to be the mastermind behind all of this.

Fisher Tiger nodded his head and continued, "Back then I told her that even though Kenshin saved us before it doesn't mean that I will willingly serve under him but Queen Otohime told me something that made me reconsider."

Jinbe kept quiet and just stared at Fisher Tiger to continue his story.

Fisher Tiger then looked above and said, "Queen Otohime said that Shyarly had a prediction a year ago that Fishman Island will experience a catastrophe which will leave countless fishmen and merfolk dead, she also saw that the one who saved us was a white-haired swordsman."

"How reckless is Queen Otohime," Jinbe said in disbelief.

But Fisher Tiger wasn't finished, he stared at his trembling hands and said, "After hearing what Queen Otohime said I directly went to Shyarly to clarify her predictions but as soon as I entered her house she suddenly started screaming upon seeing me and shouted."

'You sinner! because of you, Fishman Island will suffer a great tribulation! get out! get out of here!'

At this time Fisher Tiger was already clutching his head, "Leaving her house I couldn't stop thinking about what Shyarly said and speculate that it has something to do with the world nobles and the slaves that I freed."

Jinbe didn't know what to do anymore all the information he just received was too much to process and he could only stare dumbfoundedly at Fisher Tiger who was already breaking down.

Jinbe who was standing behind Fisher Tiger was already having a mental breakdown, he tried to process everything he just learned and approached Fisher Tiger who was still clutching his head, and said.

"Brother Tai, what you did is the right thing you don't need to blame yourself for something that hasn't happened yet. for now, we should focus on reforming fishman district while train harder so that we can prepare for the upcoming catastrophe."

Hearing Jinbe's word Fisher Tiger slowly calmed down as he raised his head and looked at Jinbe with resolute eyes.

"I know, Jinbe. sorry for showing such a pathetic scene."

Jinbe smiled seeing Fisher Tiger acting normal again, he then looked back at Ryugu palace and thought 'If what Shyarly said was true then I also have to train harder to become stronger, we shouldn't let Kenshin shoulder all of the incoming problems by himself.'

Everything happens for a reason.
