21 The Five Elder Stars

Inside the room of authority, five of the highest-ranking Celestial Dragons could be seen talking with one another about various matters. These five members are called the Five Elder Stars, and they make up the head of State for the World Government. In a way, you can call those five, the ruler of the world.

" The Rocks Pirates have destroyed another island in the New World. They have truly become a huge problem for us now. We thought that him losing his first mate would weaken his crew, but instead, it made Xebec even more motivated. Made him reach a level of strength we never thought he could reach."

" He started recruiting unconventional members, and now he has become far greater of a threat than we could have possibly imagined." The Elder Star with a scar on the left side of his face, who was wearing a hat over gray dreadlocks said after reading a report about the Rocks Pirate.

" If that's not enough another troublesome figure joined the crew, Captain John of the Treasure Pirates." Another Elder Star replied, this one standing instead of sitting down like the rest. He was tall and had a thin beard with long white hair.

" We need to eliminate him and his crew before they have the chance of becoming a greater threat to the whole world.." A bold Elder Star with large birthmark spots on his forehead and a large white mustache spoke drinking some tea.

" Indeed Xebec's ambition has gotten out of hand. When he first set out we thought he was just another pirate, but now he has bared his fangs right at the World Government itself!" The one currently speaking was the youngest looking out of all the Elder Stars; sporting blond hair, a beard of the same color, and has a scar on his chest. Also wears his suit with the shirt buttons open, and without a tie.

" Truly, Xebec has become too much of a menace. He gallivants around believing he will not face retribution for his acts. We need to show him that he is not beyond facing the consequences of his actions, We need to silence him at once."

"It's best we stop all media coverage on him, not only shall Xebec and his crew fall, but so shall his name in history."

" Then it is decided, effective immediately we shall boycott any coverage of Xebec. And we shall focus on eliminating him and his crew."

" But to eliminate him and his crew will take effort and could even take years of planning to do so."

" True, to do such a task we shall have the marines and Cipher-Pol agents coordinate with each other. We need all of the information we can get before we move on them. Once we have sufficient information we just need to wait for Xebec to make a mistake, and we shall make sure it will be his last."

As the Elder Stars discussed amongst themselves, one of them didn't talk and was just reading reports from the North Blue. This Elder Star was the only one amongst the Five Elder Stars who carried a blade with him.

" What's the matter?" One of the members asked the sword wielding Elder Star.

" Just reading some reports from the North Blue. The country of Galzbrug wants to buy more weapons." The sword-wielding Elder Star said to the rest of his counterparts.

" Didn't the country just win a war against another kingdom? Why would they need more weapons?"

"They lost their strongest soldier as he deserted their army after being betrayed to become a pirate under a brand new crew." The sword elder answered another of the Five Elder Stars.

[A/N: Oda, please just drop their names. This is hard to write without proper names. Sorry if this is hard to read but I'm doing my best.]

" Why waste your time on this report? Something so minuscule has no need for our attention unless there is something more to it."

" Compared to everything else we have been discussing, this does indeed seem tiny, but it's who the Captain of this brand new crew is that makes me pay attention to it." The Sword Elder spoke whilst throwing a picture of Achilles on the table.

" This is?"

" Who does the picture remind you of?" The Sword Elder asked the other Elders to look at the picture closely. About a minute later, the rest of the Elders started putting everything together.

" So the child of Moro and Chiron has fully grown up now."

" We have always known about him since Moro called me when Achilles was born. But to think a day would come when he would set sail as a pirate. Time has passed quicker than I thought." The Sword Elder stated while looking closely at the picture of his great-grandson.

" We have made a promise to Moro and Chiron we would leave their family alone since that day Chiron handed over the great treasure. And it's best for us to hold onto the promise. There's no need for us to be enemies with Chiron once more."

" Let him and Moro simply live the rest of their lives in peace."

" So it's best to simply leave Achilles to himself. And let him roam the seas freely as long as he doesn't become what his father once was. And touch our bottom line."

[A/N: If I make a paragraph without an end quote and there is another paragraph with quotations that is usually the same person speaking but just broken up into different paragraphs as it's annoying to constantly put quotes, again this is most of the time as once or twice it may just be a typo lol.]

" Indeed, but the world shouldn't know about his true identity. Have CP-0 remove all traces of his heritage from the world."

" We already removed his father's bounty when he presented us with that treasure so all we need to do is to order the highest-ranking Marines that this pirate can't be killed no matter what. And they must need our permission if they want to capture him."

" As for the lower ones, if my grandson gets arrested by them then he doesn't deserve his heritage."

" Is that agreed upon?" Achilles grandpa asked the other Elder Stars.

"Agreed"

"Agreed"

"Agreed"

"Agreed"

All four remaining members said at the same time.

" As for the bounty of him and his crew, I will write them myself." The Sword Elder said, picking up a very large transponder snail from his side. And dialed a number that he hasn't used for over a decade.

" So you're calling her?"

" Yes, I want to know Achilles' motivation for becoming a pirate."

As the call was picked up from the other side of the world, the features of the transponder sail changed matching the looks of a certain light blonde hair woman.

"It's been a while, hasn't it Moro…"
