Hi! It's kiki.

I wanted to let readers know that I'm not an expert or even very knowledgeable when it comes to power scaling. So, I'll be accepting suggestions for change or arguments against the current set up.

Before we get into this and I get called out on the mistakes I might have made, you have to understand that power scaling is a world of pure madness. Now that we got that, just for the record.

Sora from Kingdom hearts(The Disney X Final Fantasy game), could solo most of fiction verses without having to try.

Or that Ash Ketchum with his team of pokemon could put Izuku Midoriya(MHA) permanently out of commission, you know what? You can throw Almight prime full power into the mix too, the pokemon can handle him too. That's power scaling for you.

Basically right now, my basic criteria for the set up is:

Low-tier worlds: Worlds with at least a few individuals shown to be up to or below multi-continental level.

Multi continental level: Characters who can destroy multiple continents or those who can easily harm characters with multi-continent level durability.

Character Examples of Multi continental level: Natsu Dagneel: Fairy tail(X793/Pre-Elentear), Sanji: One Piece(Post-Timeskip/Onigashima Raid), Ichigo Kurosaki: Bleach (Post-Timeskip/Fullbring Zanpakutō), Psykos: OP-man(Fused With Orochi)

Mid-tier worlds: Worlds with at least a few individuals shown to be up to or below High Universal Level.

Minimum requirement: a few individuals at the moon level.

Moon level: Characters who can destroy a moon, or an astrological object of similar proportion.

Character examples of Moon level: Raditz: Dragon Ball Z, Hajime Nagumo: Arifureta (After-Stories), Lightning: Final Fantasy XII(Etro's Knight)

High Universal Level: Characters who demonstrate an infinite amount of energy on a 3-D scale.

Character examples of High Universal Level: Taranee Cook: W.I.T.C.H., Reverse Flash: DC(Rebirth), Rayquaza: Pokemon(Mega)

High-tier worlds: worlds with at least a few individuals shown to at least be Universal Level+ with no upper limit.

Minimum requirement: a few individuals Universe level+.

Universal Level+: Characters who are capable of significantly affecting, creating and/or destroying an area of space that is qualitatively larger than an infinitely-sized 3-dimensional space. Basically 4-dimensional spaces.

Character examples of Universal Level+: Cell Max: Dragon Ball Super: Super Hero, Anti-Monitor: DC Comics(Within the Multiverse), Infinity Ultron: MCU(What if), Sora: Kingdom Hearts

Do feel free to comment your opinions, just be nice about it.
