’اب اس ملک میں کوئی بنگالی رہے گا نہ پنجابی، سندھی رہے گا نہ پٹھان، نہ بلوچ، نہ بہاولپوری : ’علاقائیت کے خاتمے‘ کے نام پر کیا گیا فیصلہ جو آج بھی پاکستان کو پریشان کر رہا ہے ’اب اس ملک میں کوئی بنگالی رہے گا نہ پنجابی، سندھی رہے گا نہ پٹھان، نہ بلوچ، نہ بہاولپوری اور خیر پوری اگر کوئی رہے تو وہ ہو گا پاکستانی اور صرف پاکستانی۔‘ پاکستان کی قومی اسمبلی میں اس روز چہل پہل معمول سے زیادہ تھی، کسی خاص دن کی طرح، پھر یہ دن ایک یادگار کیفیت اختیار کر گیا جب قائد ایوان محمد علی بوگرا اپنے خصوصی پروٹوکول کے ساتھ ایوان میں داخل ہوئے۔ سپیکر قومی اسمبلی نے ایوان کی کارروائی شروع کی اور قائد ایوان کو خطاب کی دعوت دی۔ اس کے بعد ایوان میں وزیر اعظم محمد علی بوگرا کی جانی پہچانی آواز گونجی جس پر ان کا بنگالی لہجہ غالب تھا۔ اپنے پرجوش خطاب میں انھوں نے پاکستان کے مختلف صوبوں کی علاقائی شناختوں کے خاتمے کا اعلان کر کے صرف ایک پاکستانی قومیت کے وجود اور اس کے پھلنے پھولنے کا اعلان کیا اور کہا کہ یہ تمام شناختیں آج سے ختم ہوئیں، آج سے ہماری ایک ہی شناخت ہے اور وہ ہے، پاکستان۔ اس سفر کی ابتدا 22 نومبر 1954 کو ہوئی تھی جب وزیر اعظم پاکستان محمد علی بوگرا نے گورنر جنرل غلام محمد کی ایما پر ایک مسودہ قانون کی تیاری کا اعلان کیا جو ایک ایسے دور کی تمہید ثابت ہوا جسے آگے چل کر ایک بڑے بحران کا نکتہ آغاز بننا تھا۔ اس اعلان کے ٹھیک دس مہینے کے بعد اسی قومی اسمبلی نے بل کی صورت میں پیش کیے گئے اس قانونی مسودہ کی منظوری دی جس کے تحت مغربی پاکستان کے تمام صوبوں اور علاقوں کو ایک ایک صوبے میں ضم کرنے کا فیصلہ کیا گیا اور تجویز کیا گیا کہ باہم ضم کیے گئے ان صوبوں اور علاقوں کو صوبہ مغربی پاکستان کا نام دیا جائے گا۔ اس بل کی منظوری کے ٹھیک دو ہفتے کے بعد یعنی 14 اکتوبر 1955 کو یہ بل نافذ العمل ہو گیا۔ تاریخ میں اس بل کو ون یونٹ منصوبے کے نام سے شہرت حاصل ہوئی۔ علاقائی اور لسانی شناختیں ختم کر کے ایک پاکستانی شناخت والا اعلان اسی قانون کی منظوری کے موقع پر کیا گیا تھا۔ اس بل کی منظوری کے بعد وزیر داخلہ میجر جنرل سکندر مرزا نے ایوان سے خطاب کرتے ہوئے پاکستانی عوام کو یہ خوش خبری سنائی: 'یہ صوبائی تعصبات کی لعنت کا خاتمہ کرے گا۔اس کے ذریعے پسماندہ علاقوں میں ترقی کا دروازہ کھلے گا۔ یہ انتظامی اخراجات میں کمی لائے گا، آئین سازی میں آسانی پیدا کرے گا۔ اور سب سے بڑھ کر مشرقی اور مغربی پاکستان کو زیادہ سے زیادہ صوبائی خود مختاری کی فراہمی کا ذریعہ بنے گا۔' کیا صوبائی منافرتوں کا خاتمہ، پسماندہ علاقوں کی ترقی، آئین سازی میں سہولت اور زیادہ سے زیادہ صوبائی خود مختاری کی فراہمی ہی اس فیصلے کی بنیاد تھی؟ پاکستان کی سیاسی تاریخ سے تعلق رکھنے والی بیشتر کتابوں میں شامل تفصیلات اور سیاسی امور کے ماہرین اس سے اتفاق نہیں کرتے۔ سنہ 2002 کے عام انتخابات کے بعد مسلم لیگ ق کی وفاقی حکومت کے وزیر اطلاعات محمد علی درانی کہتے ہیں کہ ان کے پاس 1954 میں تیار کیے جانے والے پاکستان کے پہلے آئین کا وہ مسودہ آج بھی موجود ہے جس میں ملک کے مشرقی اور مغربی حصے کے درمیان آبادی کے توازن کا مسئلہ ہمیشہ کے لیے حل کر دیا گیا، یعنی ملک کے دونوں حصوں کی آبادی کے تناسب کے عین مطابق قومی اسمبلی میں مشرقی پاکستان کی نشستوں کا تناسب 55 فیصد اور مغربی پاکستان کی نشستوں کا تناسب 45 فیصد تھا جس پر ملک کے دونوں حصوں میں پہلی بار اطمینان محسوس کیا گیا تھا۔ محمد علی درانی نے مجھے بتایا: 'اس سے پہلے کہ آخری خواندگی مکمل ہونے کے بعد یہ آئین نافذ ہو کر پاکستان کو سیاسی استحکام کے راستے پر گامزن کر دیتا، گورنر جنرل غلام محمد نے اسمبلی ہی کو تحلیل کر کے بحران پیدا کر دیا۔ اس کے بعد جو اسمبلی وجود میں آئی، اس میں ان کے ایما پر انتہائی جلد بازی میں ون یونٹ کے قیام کا اعلان کر دیا جس کے تحت قومی اسمبلی میں مشرقی پاکستان اور مغربی پاکستان کی نمائندگی مساوی قرار پائی، اس طرح ملک کے مشرقی حصے کی عددی برتری کو پیریٹی کے اس فارمولے کے تحت مغربی حصے کی عددی کمی کے برابر قرار دے دیا گیا۔ گورنر جنرل غلام محمد ون یونٹ کی ضرورت کیوں محسوس کرتے تھے؟ اس کا اندازہ قیام پاکستان کے بعد پنجاب کے ابتدائی چند برسوں کے اخبارات میں شائع ہونے والی خبروں، تجزیوں اور مضامین کے مطالعے سے سمجھ میں آتا ہے جن میں مشرقی پاکستان کی کثرت آبادی کو حقیقت کے منافی قرار دیا جاتا تھا۔ اس سلسلے میں روزنامہ شائع ہونے والا ایک مضمون خاص طور پر قابل ذکر ہے جس میں کہا گیا کہ مشرقی پاکستان کی بیشتر آبادی نابالغوں پر مشتمل ہے جسے ووٹ دینے کا حق حاصل نہیں۔ لہٰذا حقیقت یہی ہے کہ مشرقی پاکستان کی آبادی مغربی پاکستان سے زیادہ نہیں .
