188 Chapter 182: Insight

Inside of the Hokage's Office, Hiruzen sat at his desk as he looked over the documents before him, yet his mind was currently preoccupied with the raging developments in the Ninja World.

'Who could possibly be capable enough to eliminate three Daimyo and the Kazekage. Such an act could not have been committed by anyone other than a madman, because for what reason could they possibly choose to eliminate a Daimyo?' Hiruzen questioned to himself.

The relationship between a Kage and a Daimyo was one of mutual restraint, yet it was also a relationship in which the Kage could never truly overcome the Daimyo.

The Daimyo held full control over the funding of the Shinobi Villages, with them paying around fifty percent of the Villages annual income.

In contrast, the Villages had the ability to engage in full autonomy, giving them the ability to seem like their own independent nation rather than merely a vassal.

However, during times of war, the Village heavily depended on their nation, giving the Daimyo the ability to showcase their power that they hold over the Kage.

And while the relationships between Nations were estranged, the Daimyo who led the lands usually had very little issue with one another if they respected them, making the Daimyo's seem above the mere Shinobi who only knew how to undermine and war with each other.

But, even if someone had an issue with the system, no one would dare to challenge it due to the massive amount of issues that came with attempting a coup.

As they were considered to be chosen by the very heavens themselves, many civilians wouldn't accept the Shinobi that they saw to become the new rulers for their land.

But, the newly formed crisis that created a divide between the Shinobi and the Daimyo could be seen as a new advent for changing the existing structure.

And it was at that moment, that Hiruzen came to a realization, causing him to drop his pipe while his eyes widened.

'They want us to challenge the system! That is why they only killed the Daimyo of the Fire, Earth, and Lightning Nations. They want one of us to take control over the Nation we reside in, so that we can question the very nature of the World as a whole. This could send the world into the Third War before any of us realize it, as well as forcing the war to turn from a battle of Nations to a battle of ideals. This... This is danger on an unprecedented scale. Danzo couldn't even hope to achieve something of this level. This was not merely an abrupt decision. Such a plan was years in the making. Yet, to manipulate the entire world to this degree, I didn't believe anyone could be capable of such of feat. And if they are intelligent enough to control the entire world, then their strength might also be at such a level.

It seems I'll have to take Enma up on his offer to become a Sage.'

Danzo sat at his desk as he looked at his elite task force assembled before him, the individuals representing the full power that he could utilize as head of the ROOT.

"Your mission is to infiltrate Iwagakure and Kumogakure and determine what actions that they are about to take. If you discover that they are planning any actions that could contribute to the fall of the current structure of the Shinobi World, it will be your jobs to prevent it as much as you can. Now go." Danzo said.

All Shinobi immediately left, leaving the man in the room.

"I wish for change, but change like this will only end in the destruction of our world. Who could possibly wish to cause such an immense amount of chaos on the World?" Danzo questioned to himself.

Both the Hokage and his Shadow had similar thoughts concerning the future of their world.

And while the two remained questioning themselves, the Three Sannin arrived at the Capital.
