' S rank should be kage rank , A rank should be elite Jonin , B rank Jonin , C rank chunin and D rank should be genin . Although the number of kages , elite jonins and jonins is high. The number of C rank Shinobi and D rank Shinobi is low . But since the warring states period ended just a decade ago it's understandable as only the strong survived in that period. Moreover , there is no shinobi academy yet as Tobirama established it when he became Hokage which is still after another two decades.'
" And the last group of shinobi are shinobi which don't belong to any clan , the civilian shinobis.
I am proud to tell you the quality of our civilian shinobis is the best as no clan in our village prevent marriages outside of clan or even village. The Uzumaki have married many civilians ninjas , this resulted in strong new shinobi due to high amount of chakra and high physical strength.
Although the number of civilian ninjas that ascend to higher rank is still low since not everyone gets the required training and they get stuck at a lower rank.
We have 30 A rank civilian shinobis ,140 B rank , 4000 C rank and 9000 D rank in this category.
'Damn that's lot of Chunins and genins. How can I help them get stronger though. Yes that's it , this is my chance to make a necessary change to protect the village . '

" Grandpa we should help these civilian shinobis" Little Zoro said excitedly
I was surprised by this and thought my grandson was a little naive since he wanted to help those civilian shinobis who he didn't even know out of kindness but still I decided to hear him out.
" Oh , how can we help them little Yoriichi?" I am still amused that he gave himself a Shinobi name but whatever makes my grandson happy
" We should build a place where new civilian kids can go and learn about all the shinobi stuff. This way we can teach a large number of children at the same time. This will also help us maintain a good relation with the civilian shinobis of our village."
'That's an interesting concept. I should ask more about this stuff ' I thought
" Tell me more about this "
" Well, We can have different A rank or B rank Shinobi of different fields teach a group of 30 kids at a time. These fields can be History of Shinobis and different clans , geography , ninjutsu , taijutsu , kenjutsu , bukijutsu , Genjutsu , fuinjutsu , teamwork and medical ninjutsu. These kids can go to shinobi academy at the age of 5 and can stay there for the next 6 years. Every year , the difficulty will rise . Also students will have to pass a test before they go the next year . After they pass all 6 years , they can become a Shinobi for the village. Even if they fail they can just repeat the year."
" That's a brilliant idea, with this not only we will have more D rank and C rank Shinobi but they will also have a better foundation " I said while I was visibly excited.
" Grandpa but there is a problem what if a Shinobi after graduating leaves the village we will lose a valuable shinobi and enemy might gain another shinobi . " Yoriichi asked worriedly
" You have a good head on your shoulders my boy, already taking care of your village hahahahaha, but don't worry the village allows inter clan marriage and even civilian marriages but it's all under condition you don't leave the village even if you are a civilian otherwise you will become a traitor. "
' My grandson is really a genius, I believe he will be the one to lead our village and our clan to most prosperity we have ever had . '

' So we have a rule regarding leaving the village huh. What can I do more to better the academy though '
" Grandpa , is there any infighting between different clans in our village ? I asked because if there was I would have a suspect to who would have helped the three great villages destroy the village . Looking at the current strength of the village even if those villages attacked we would have suffered greatly but not completely annihilated. There must be a traitor somewhere in the village who helped them.
"Unlike other villages , there is no in fighting inside our village. Heck , no one even wants to take the uzukage post because they are scared of paperwork hahahahaha."
'That means the traitor or traitors are very well hidden. Whoever you are , prepare yourself because Yoriichi is coming for your head. But since there is no in fighting in the village I can take advantage of this situation.'
" Grandpa how about we have the clan kids also join the academy , this will increase the teamwork of clan kids and also the divide between civilian shinobi and clan shinobi will also lessen. "
" That's another great idea you got there my little genius but I don't think they will be willing to make their kids join academy when they can be taught in the clan compounds. "
I pondered about it and then said " How about we show them the results after 2-3 years of academy. Then they will be more willing to send their children to the academy."
" We can try that. Little Yoriichi, are you really 3 years old , you sound a lot mature and more knowledgeable than any kid I have seen. "
' Oopsie, I might have missed this point in my excitement to be the first one to set up a Shinobi academy. Anyways, it's time for dao of shamelessness. '

I just wanted to yet you all know that other villages will also have Kekkei Genkai clans or clans with special techniques like Yamanaka's clan or Nara clan. I don't believe the other villages didn't have any other clans with what is shown in anime. So I believe they might have just perished in the 3 great wars. So just some facts here
Konoha has most number of shinobi right now followed by Uzushiogakure. Other villages have just been formed not too long ago so there number is still low and are still developing.
