Power levels classified by the numerology of the system.

Statistics from 0.5 to 1.0: strength of an adult civilian.

From 1.1, where a superhuman attribute begins to show, up to 3.0, the maximum statistic of an elite Genin.

From 3.1 to 9.9 is the maximum strength of Chunin.

Between 10 and 20 is the maximum strength of Jounin.

Between 20 and 30 is Elite Jounin strength.

Between 30 and 50 is the maximum strength of a Kage.

For all statistics, it's the same. However, it's really complicated for a person in the Naruto world to possess all abilities at the same level.

Having the strength of a Kage but not the chakra doesn't mean one can lose or win; statistics quantify their attributes, nothing more, nothing less
