Chapter 30: Promises

The Hatake numbered around eight hundred to a thousand people so it was a hassle to find accommodation for them.

However they were now a sizable group with the addition of the Fuma Clan and the Hatake Clan.

 

With how small the Land of Water is it wouldn't be a surprise if the other two big factions in the Land of Water were aware of his group.

When the Fuma Clan received news that Ritsu was here they went to find him the next morning to discuss some matters that needed to be addressed.

Such as Ritsu allowing the women of their Clan to participate in the training the Clans did.

At that moment Ritsu was with Jinsei who was given the responsibility of teaching the elite that Ritsu had hand picked out of the people. 

When the elders who went to demand they stopped in their tracks when a few recognized Jinsei and all the words they wanted to discuss were swallowed back.

Instead they said to the women of their Clans that they were proud of them.

Jinsei put the group handed to him through hell, the hell that he was once put through by his father.

As for Jinsei's father, he found comfort in a rocking chair admiring the sky.

When they arrived they expected Mist after all the Land of Water was known for having Mist most of the year.

They were surprised when they were introduced to the Endo Clan who were able to manipulate the weather.

It seems they don't have to worry about not being able to see the night sky.

But that surprise wasn't as shocking when Ritsu teleported an entire Clan away, one second they were within their compound the next they were in Land of Water.

Jinsei immediately thought of how dangerous this technique would be against their enemies, one second there wasn't any enemy nearby the next a whole army was converging onto your point.

Ritsu could not only teleport groups of people but he can teleport by himself using kunais that were wrapped with seal paper.

Jinsei now knew why they were ill paired their fight would be a game of cat and mouse

A week had past the Hatake Clan were finally fully settled into the compound

It was evening.

The training shinobi were dismissed while most decided to rest and spend time with their family, few continued to train.

At the moment the Clanhead from every Clan was seated at the meeting house.

At the center of the room at a slightly elevated platform sat Ritsu and his father Nao. 

Normally only the Leader of Clanhead was seated slightly elevated than everyone else, but everyone was aware that Ritsu was the main power in the Karatachi Clan.

Despite numbering hundred people the Karatachi Clan was the leader which bothered the clansmen from the Fuma, Yokobe, and the Hatake Clan.

For the Fuma and Yokobe Clan they had no choice but to follow as they were beaten while the Hatake Clan already decided to follow Ritsu, they decided to stick with their Clanhead's decision.

"I thank you all for coming to this meeting. I have gathered you all here because my son has something to discuss with you." 

As formalities and to show respect Ritsu needed his father to speak first.

All eyes were on him showing their attention to the boy.

"First I want to say all the clans here at this moment are the first founding clan of Kirigakure. No matter how many clans come after, I will always remember your help in the founding of this village.

I am here because I wish to discuss how I envision the village and what our next steps are.

I sent you papers a week before having this meeting. Those papers contain all information that is necessary to know, however this meeting I will be talking about what I believe is necessary to go over."

"I am sure that you guys are aware that the Karatachi Clan will be in charge of the banking, orphanages, and academies. The Roran Clan will be incharge of security measures, while also holding head position for religion. 

I believe it's necessary for us to have a united belief, guiding us and our descendants into a direction.

Are there any concerns regarding these two Clans claims?"

Seeing no one raising objections Ritsu continued,

"The Endo Clan will be incharge of weather, battle support, and also security measures. Another thing the Endo Clan will be considered a strategic resource: those from the clan that possess their Kekkei Genkai should be protected. 

Any complaints on their preferential treatment?"

Everyone understood the importance of the Endo Clan, the dense mist surrounding their compound served as a natural barrier to prying eyes.

The sky they see above their heads is thanks to them, but most of all the ability to know weather makes combat planning a lot easier.

There was no need to worry about the weather…that is as long as the Endo Clan exists.

"The Hatake Clan will be guarding strategic locations in the village, Jinsei will serve as a war advisor. 

Should a shinobi reach the old age of our founding clans or are incapable of being a shinobi they will receive priority for jobs that don't require much expertise.

Espionage, Torture, Research, Police, Anbu, Treatment(Hospital), and Instructors, can be discussed later once we have united the Land of Water.

Now as founding Clans you will be entitled to land greater than others, you receive tax reduction for ten years after the founding of the village, you will be in charge of some strategic industries once they are implemented. 

Any questions regarding the information?"

Jinsei was the first to ask a question, "Are all children required to go to the academy?" 

"Yes I plan for every child, born from a Clan or a regular civilian, will be required to go to the academy once they are four years old."

"Who will teach the children and why are we putting all the children into the academy?"

"At that time we should still be at a time of peace so the older Shinobi will be in charge of teaching the children. 

As for why everyone must go to the academy is because I plan on putting an Elite policy meaning if they don't pass the standard they will not become a shinobi.

However, that does not mean they must become shinobi."

Masayoshi was the next to voice his concern, "I have concern regarding marriage, in the information it says that people are allowed to marry outside their clans if they could not find a suitable partner. 

I do not believe that you should be allowed to deal with the internal affairs of our clan."

"I believe this is more of a concern of should we interrupt love? Let's say your son fell in love with a regular civilian. What would you do?"

"I will stop him and scold him for loving her. I will tell him that he already has a promised fiancee, and that as the next Clanhead he should step up to his responsibilities."

"Yes I agree, every clan has this idea, but what if they elope? Who's going to stop them? With a village this big it would be easy for them to simply vanish."

"Preposterous my son wouldn't do that!"

"That's what we all think, but how many in your clan have eloped with another clansman who was promised to another person?

Yes I am aware that it doesn't happen often and the perpetrators are punished, but if they are successful we've just lost a shinobi, and future shinobi."

"We'll have a group that is responsible for tracking down runaways."

Ritsu shaked his head, "I wouldn't waste manpower on something as unimportant as that."

"Then what should we do?"

"Well my clan has already done it, although for us there wasn't much choice as there weren't suitable candidates to partner with.

However, in the future I will not prevent my clan from mingling with the common folk, we will simply take that person in our Clan."

Masayoshi was heated from the idea of his clan marrying regular civilians but there was some truth in the matter.

It has happened before although not often enough for it to be a problem. But if the strongest of the clan falls in love with a civilian, should he stop him, if he did how would he prevent it?

There was also a matter where there was disparity in gender ratio, some men and women failed to get a partner and remain single for the rest of their life.

Although they could get a partner younger, or older than them, if the disparity is too big it is mostly frowned upon.

"I am not saying it should be encouraged that everyone should do it, but those who weren't able to find a partner with the clan should be allowed to have a partner from outside."

Masayoshi finally nodded before frowning, "But what about marriages that involve two different Clan?"

Ritsu held his head, "Th–that hasn't crossed my mind, you're right in such a big village home to numerous clans there will be a chance– no it will be certain that it will happen more than once.

I believe the best course of action would be to let it happen. But the couple will not be confined to either Clan and instead live in the civilian area, once the children of the couple reach the age of fourteen they can make the decision to rejoin one of their parent clans.

Should this happen to an heir, well… let's hope it doesn't come to that. Any objections?"

"I have many but I believe it's best if we come up with some ideas regarding this before we continue discussing, please continue," Masayoshi, the Fuma Clan leader, stopped inquiring as he noticed Ritsu's look.

Ritsu nodded.

Noriko was the next to ask her question, "You said earlier that no matter how many came after you would always remember our help. Does that mean you plan on recruiting more Clans?"

"Yes my words might have hinted at that but let me say this instead," Ritsu eyed Jinsei before saying the next words, 

"I am not known throughout the shinobi world so I lack reputation, my clan holds no influence, I am strong, but if I am to build a village that is comparable to Land of the Fire then I will need other clans."

"Wai–Wait you said comparable to the Land of Fire?Is the Land of Fire building a village?" Noriko and Masayoshi both asked the question.

"Ahhh I seem to have forgotten to tell you guys about that. It doesn't matter."

"It doesn't matter to me, that's a village in the Land of Fire we are talking about. There are numerous clans there and every single one of them is strong and you're talking about wanting to create a village comparable to them."

"It doesn't matter because Hashirama is the one who will be creating the village. The Hatake Clan here is from the Land of Fire…."

"That's even worse!" Masayoshi interrupted, "Hashirama is too strong. I heard he could fight the Uchiha Clan by himself."

Hanano caught onto these words, 'There are other monsters out there, so this Hashirama is the person who wants to create the other village.'

Kinji Endo, Hanano Roran, and Sota Iburi were the ones who showed the least reaction to Hashirama.

One group was stuck within the mountains, the other two were located in the land of wind where word of mouth traveled slower.

After all, who would go visit the desert?

Sota was named the Clanshead as the Iburi thought that since he showed the most potential in controlling the fog form before obtaining the seals, then he was the most suitable to represent them.

"Many of you don't know of Hashirama's character but Hashirama is a pacifist, he is creating a village because he wants to stop all the fighting and death."

"Then why don't we just join his village?" asked Masayoshi.

Ritsu frowned, 'I will make sure his son replaces him if he is still alive in a few years.'

"Do you have a Dojutsu, a Kekkei Genkai, a unique jutsu, if not what makes you think you can ensure your clan's interest when you join that village?"

"That's so but the other side is too strong, we are not enough!"

Hanano now understood the gravity of the strength this person named Hashirama wielded. 

Masayoshi was ghastly pale.

Masayoshi understood how strong the Uchiha was and for rumors to say that Hashirama was capable of fighting the Uchiha by himself then he was too strong.

"That's right we are not enough, but I never said that we will be the only village, other villages will sprout.

Once all the Elemental Land have been unified and formed their own village their eyes will no longer be within their borders instead they will want more, and who else but their neighbors."

'When I got here I knew I wanted to leave a legend, my last life I did nothing. My life was controlled by my father.

I used anime and games as a coping mechanism hoping to escape the reality that was my life. 

But now I am alive in another world, I was granted power and I will make sure to use it.'

Ritsu eyed his father, "I gathered you all because the future I see is a future where we will have numerous clans working together. (The future I see is a future where we will have numerous clans at our beck and call)

A place where no one will dare harm us.(A day where no one will dare insult the Karatachi Clan.)

However, as I traveled seeking Clans to join my cause I learned that another individual was seeking to build a village. 

It was at that time when I knew that once a figure of Hashirama's stature founded his village, I knew the world would follow not out of admiration but out of fear."

Ritsu paused, silence filled the meeting.

"When will we form the village?"

The silence was broken when Jinsei asked the essential question.

"Currently the plan is to wait for the other two major influential Clan in the Land of Water to compete over being the ruler of the village. 

As they compete and fight over it we will train and strengthen ourselves. Once they are weakened we will attack the winner.

At the moment they shouldn't be aware of our size or number but I wouldn't be surprised if they already know of us.

If there are no other questions then the meeting is over."
