Three tomoe Sharingan didn't necessarily stop at elite Jonin, it was simply how far it will carry you on it's own.

After that one has to carry it and himself further, going upto at least low S tier or weaker kage like Rasa was possible if three tomoe is pushed to the absolute maximum.
