3 More Paperwork? Spare me!

Tanna hummed as she watched Naruto and the other kids play around talking about the upcoming Academy classes which would start soon. After the party which went swimmingly in her personal opinion, the Uchiha ladies had become close to Lady Shijimi and her entourage of women despite the awkward beginning. Fugaku Uchiha who had been on the fence about the foreign child had finally relaxed and told his wife perhaps an outside interference was not a bad thing. Kakashi on the other hand, despite his non chalant attitude looked like a cat that got the canary especially when Naruto and the other kids showed interest in him.

He was telling them about how he was a Jounin shinobi though everyone knew he was more than just a mere Jounin. Tanna then took charge saying all of them could visit Naruto and her whenever they wanted and they would not mind. But perhaps they could have potluck next time they visited her which prompted her to explain exactly what potluck was. Tanna half wondered if the idea was really that foreign but they did not seem to mind it and the next few weeks after that saw the guest visiting with their own special dishes. Tanna really hoped she was not shooting her own legs here but everyone seemed to enjoy so it was fine, right?

Naruto stretched his hands, "Nee - chan, I want to help you too. I heard from Mikoto - obaasan that you spent a lot of money on this place."

Tanna, "Not necessarily actually you know what this place was not cheap but neither was it that costly, well not as I had feared."

Naruto, "I am confused."

Tanna, 'Thank you Economics for helping me keep an eye out for Konoha's fluctuating market. I was able to get this building cheaper than any others. Though the fact it is closer to Kyuubi's attack area probably helped. I am not complaining though.'

Tanna, "Come here, I will try and explain the market prices and how war can affect people and economy."

Naruto sat tentatively on her lap, "Those words sound so big."

Tanna chuckled, "You will need to understand if you want to be a successful leader in the future. Being strong is not enough to become a leader, you need to be aware of what is going on in the market as well."

Naruto, "I will be the very best."

Tanna, "Like no one ever was ~"

Over the two years till the kids turned six, they got to know the two adopted siblings better and Tanna more or less relaxed around them. Naruto's birthday though was spent mostly at home with Tanna inviting everyone they knew for the birthday. Mikoto was always happy to celebrate Naruto's birthday and invite the two to their own birthday parties at the compound. Madam Shijimi's presence had two effects, the people in the village behaved more and a new round of gossip starting. Tanna could survive with the gossip, she was just glad nothing like in those dark fics happened to her or Naruto on his birthday.

Was she using these high class Ladies as her shield? Yes, she did not have chakra coils period. The nurse said so which had Yugao pitying her and probably marking her as harmless. Did she feel guilty using them as shields? Not really, it kept Naruto safe from people who could turn aggressive on that particular day. Will she ever admit to using them as her shield? Never, they will probably laugh and think she was being cute pretending to be manipulative. Her ego would be smashed to pieces, they are Shinobi after all, deceiving and manipulating is their amo. A teen girl with no chakra coils was not qualified to learn shinobi techniques after all.

If an adult Naruto picked up her odd way of manipulating others in meetings they were not saying anything but that was far in the future. Right now, Kakashi had once again joined them in their little home, Tanna could almost say they adopted the silver haired man as a babysitter. Should she start paying him for watching the kids? Nah, he was no doubt pretty loaded, being the head of the Hatake clan slash family and all. While there are civilian Hatakes around only the ones who became a shinobi were allowed to inherit the title of Clan Head. Turns out in a shinobi based village gender mattered very little what mattered was the ability and skill as a shinobi.

Tanna, 'Mikoto sure was very enthusiastic about teaching Naruto about the clan rules and regulations. Huh! No wonder Hiashi was a tyrant when it came to Hinata's training. I hope she is alright.'

Kakashi, "Maaaaa... Naruto - chan, take it easy."

Naruto giggled, "But you are strong Kashi - nii, you will live."

Sasuke was grinning as he jumped on the teen almost adult, "Yeah! Take this."

Kuroda, "We will win."

Tanna, "Well, they are having fun."

Shisui looked over her shoulder, "More paperwork?"

Tanna sighed, "Yes, Mikoto - san told me about the estate that Naruto's parents left him and it is collecting land tax."

Shisui, "Oh!"

Kakashi looked at her curiously, "Are you going to pay it? Won't it make Naruto indebt to you?"

Tanna, "The solution is nothing dramatic like that."

Shisui, "What are you planning then?"

Tanna, "Do you know about Naruto's mom?"

Shisui, "Kakashi was her guard and she always visited the compound."

Tanna hummed, "Kushina inherited a large amount of money. Instead of spending it on things, I am directing it to tackle the taxes till it becomes tax free. That is what she was doing originally anyway."

Kakashi, "Ah! I see. That way Naruto has complete freedom once he becomes eligible for inheritance."

Tanna nodded as she turned another paper over, "Yes, that's the way it should go. I do not want to deal with some pretentious idiot claiming to work on my behalf should something happens to me. Of course, I will be teaching Naruto to look out for those scammers."

Itachi, "Scammers?"

Tanna frowned as she read through more rules of tax payment, "You would be amazed at how many people try to scam money out of you, just because you are a child, alone or look like you are ignorant."

Kakashi, "Hmm... That is true. Is Lady Shijimi still sponsoring you?"

Tanna, "Sponsor? Why would she need to do that? She brought a family heirloom from me for a good price twice. That is business done and dusted."

Shisui grinned, "I can see why Mikoto - sama likes you a lot."

Itachi nodded then took out a bunch of papers, "Um.. Tanna - san, I didn't mean to pry but what are these?"

Tanna looked up, "Hmm? Oh, that is a story I am working on."

Kakashi tuned them out, he had seen her work on those story boards, a futuristic world thousand of years in the future. It was a cute idea, Treasure Planet, she made it to tell Naruto a bed time story and even he could admit it was interesting. Kakashi then looked at the children which were mostly Naruto and a bunch of Uchiha kids, playing around the lawn. He could admit despite being one of those unlucky enough to be born without chakra, Tanna still was doing better than others. Most would scream and deny there was anything wrong with them but Tanna just took it in stride and lived her life.

Itachi, "Can I have a copy?"

Tanna, "Let me guess, for Sasuke?"

Itachi nodded, "Un."

Tanna smiled, "I suppose his birthday is next, isn't it? Tell you what I will get it in proper book format with pictures and covers."

Itachi brightened, "Yes please. I will pay, I am a Shinobi so I have money."

Tanna, "Nope, think of it as me paying you for babysitting Naruto. What do you say?"

Itachi, "Deal!"

Izumi, "Can I have a copy too, please?"

Tanna, "Of course, Izumi - chan."

Kakashi hid a snort, 'It was not just Mikoto who was smitten apparently.'

Tanna had just returned from the tax office with Shisui acting as her escort a month later when the bell rang, "Did you invite more friends Shisui - kun?"

Shisui, "Wasn't me, Kakashi is off on a B rank mission. Hayato on an A rank mission and Itachi is babysitting Sasuke, Naruto and the twins like always. I am the only one on a break."

Tanna, "I see. Welp, let's find out who it is."

Naruto, "I will get the door nee - chan. You just returned."

Tanna noticed Sasuke and his cousins peeking from the corridor, "Thank you Ruru."

Tanna snorted quietly, 'Might as well call this the babysitting house.'

Naruto opened the door then slammed it shut again smiling, "No one important."

Tanna sweat dropped, 'That was the Hokage Ruru. What's going on? I thought Naruto adored the Sandaime.'

Naruto looked up as the knock came again, "No one is home."

Shisui snorted, "Pretty sure he saw us Naru - tan."

Tanna, "Let me answer Ruru. You can explain why you shut the door in a bit."

Shisui, "Kakashi is with them too."

Naruto, "Kashi - nii... Fine. That Ero - Jiji can come in."

Tanna stifled a snort and ushered the Sandaime inside, "Welcome to our humble home, Hokage - sama."

Hiruzen, "Thank you, young Tanna."

Tanna, "So, before we get to anything. Is there a reason why Naruto is glaring at you as if you peeped on his daughter?"

Hiruzen twitched, "It was nothing but a big misunderstanding. I can assure you."

Naruto glared at him, "You were looking at Ino - chan's underpants."

Shisui choked on his tea, "Whaaaa... "

Tanna blanked then blinked, "That's... "

Hiruzen, "I was not Naruto - kun."

ANBU Ox who was snickering stepped in, "I understand that may have been how it looked but Hokage - sama was trying to get rid of the bee flying after young Yamanaka nothing more."

Hiruzen nodded, "Indeed, I would never stoop so low as to approach a child who is barely a couple of years older than my grandson that way."

Tanna, "That is most likely what happened Ruru. Good job on keeping your friends safe though. You were lucky it was the Hokage and not someone like.... Like.... "

Kakashi stepped up, "Like the bastard that almost kidnapped the Hyuuga heiress."

Tanna, "Yes, someone like that. So be aware of your surroundings and also careful okay?"

Naruto nodded beaming, "Yes nee - chan, I will do my best."

Sandaime coughed, "That is good. I am happy to see Naruto is doing well."

Naruto still stared at him suspiciously but he settled down at the table, "Why are you here Ero - Hokage?"

Kakashi stifled a laugh, 'Karma is lovely.'

Tanna, "That is a good question. How may we help you?"

Sandaime, "Well, I came here to visit Naruto actually. It is mandatory for the Hokage to try and visit future Shinobi's family."

Tanna stared at him then sighed, "Let me guess as his family I will have to consider many possibilities. Like for example; Naruto getting hurt in an irreversible manner or probably dying in a mission?"

Sandaime nodded, "Yes, those are some of the things we need to discuss."

Naruto scowled as the Hokage produced more paperwork, 'That thing keeps growing.'

Tanna stared at the pile then turned to Naruto, "Naruto, why don't you and your friends go outside and play? Shisui please help Itachi - lunch watch over them. I have a feeling this one will take a few hours. Also here, go get some ramen, Naruto is pretty fond of Ichiraku."

Shisui, "You sure?"

Tanna picked up a pile of papers which talked about property damage by shinobi and how to deal with them then nodded at Shisui. Shisui looked at the papers and then he took away with his cousins and Naruto in tow, though Naruto did not look happy about it. The blond was talking about what a terrible monster paperwork was and how it just kept growing for his nee - chan. Shisui just pat his head and told him, that is what it meant to become an adult, there was just no escape from paperwork. Naruto pouted at that while his innocent cousins stared at him with scared eyes, they already hated homework and an endless amount of it was unthinkable.

Tanna, "Property damage during D - ranks?"

Sandaime, "Yes, young shinobis and kunoichis can be quite hotheaded when they start out."

Tanna, "They expect to fight and win a war?"

Sandaime chuckled, "Something like that only for reality to crush them."

Tanna, "The D - ranks. I see, so you cut their pay for the damage?"

Sandaime, "No, that would just discourage them. Instead it is their family or clan or if they do not have those their chosen Sensei covers the cost."

Tanna, 'That explains some things like how Naruto got away with property damage in the beginning of the show. And people say Kakashi did not care, so stupid.'

Kakashi, "You are planning something. I have seen that look before."

Tanna, "I think it will be best if you are honest with the kids from the beginning or at least change how you deal with D - rank missions just a bit. Then you will not have to worry about the cost of damage too much though it will be there, it will not be high."

Sandaime looked interested, "Oh? I am listening."

Tanna, "You are willing to listen to a civilian?"

Sandaime, "Lady Shijimi and the Uchiha clan listens to you."

Tanna, "I think there is a misunderstanding here. They are helping me adjust to this country, I am in no position to advise them."

Kakashi, "That may be so but they are open to your ideas. For example you advised Fugaku to expand the clan, correct? Well, that is what he has been doing. Lady Yukina and Lady Yumiko have been helping Lady Mikoto rent out the houses in the Uchiha compound to shinobi who are orphans and do not have much income. Your idea helped lessen the financial burden a little bit even if it was not much."

Tanna, "Huh... I was not expecting them to take it seriously. I only pointed out the position of their compound had a profitable position if they played the long game."

Sandaime sipped his tea, "Perhaps it was a juvenile idea but it has helped the young shinobis and kunoichis who are orphans greatly. It has even made the Uchihas more approachable in return. I thank you for that, I was at wits end on how to help them."

Tanna looked at the papers with biome damage written on it making a face, "You mean those rumors? You know, once I met an Elder who told me something very interesting."

Sandaime, "What is it?"

Tanna waved the paper, "I do not even want to know why this is here. That Elder told me, Divided we fall, United we conquer. If I did not know any better then I say you have someone trying to weaken this village by causing division. But that's just my opinion."

Sandaime's eyes sharpened for a split second before he smiled, "Those are wise words the Elder gave you. Perhaps we should listen too."

Tanna, "Farm work and damage cost? I didn't know farm work could be considered a mission."

Kakashi grinned, "It is a good way to build up muscles. I remember Sensei used to get us that mission everytime my team quarrelled each other."

Tanna, "So you were a trouble maker, actually you could use this to weed out the ones interested and the ones not. The ones interested will be willing to see through this and the ones not will quit and go for something else. And if it helps them become stronger physically then that is a bonus."

Sandaime, "Hmm, I can see what you are thinking. Not a bad idea. I will have Shikaku - kun work on the details with you."

Tanna, "With me? I don't know jackshit about how shinobi works. Are you sure about this?"

Sandaime chuckled, "Leave the shinobi part to the Shinobis, just explain the idea to him. I am sure he can deal with the rest."

Tanna, "In case of death of a clan heir. Oh right! Since Naruto is the only Uzumaki kid he is the heir. Akari is the only young adult and the other two Uzumakis in Lady Shijimi's entourage are her parents but they are old. They spoil Naruto a lot too."

Sandaime, "It was surprising when I heard about them but I am glad they clan is not gone completely."

Tanna, "Akari is getting married soon but since Uzumaki holds a stronger prestige her husband will be taking her last name."

Kakashi, "Who is her husband?"

Tanna turned a page, "A civilian Uchiha named Uchiha Toge. He is a sweet man and makes Akari - san happy."

Sandaime was surprised, "Huh, they agreed to it without a fight?"

Tanna, "Why are you so surprised? Kushina was adored by the whole clan when she was alive you know? The fact Akari is welcomed so openly should not be so surprising."

Sandaime, "That is true."

Tanna, "International incidents? Why and how are genin getting involved with that?"

Sandaime, "I am afraid those are C - rank missions getting mislabeled."

Tanna, 'Huh... So that's not just the Team seven curse. Good to know.'

Sandaime, "I have noticed you took over caring for the Uzumaki estate."

Tanna, "Yes, I did."

Sandaime, "I am surprised Mikoto - chan allowed it."

Tanna, "She may be Naruto's Godmother but I am his official guardian. The Uzumaki compound fell into my hands as my responsibility because of it."

Sandaime, "I see."

Tanna amended, "Well, not all of it. Two of the houses and it's surrounding lands are now under Akari - San and her parent's names. They are in charge of it, thankfully."

Sandaime, "I see. How is Naruto handling all this?"

Tanna, "Like a baby Elephant."

Sandaime held back a snort, "Is that so?"

Tanna looked at the papers, "He is very excited about having a family. Does this thing never end? It has been two hours already."

Sandaime laughed, "Do not fret, you are half way through already."

Tanna sighed, "I see. Got to say, eighty percent of this is destruction and incident fee and waivers."

Sandaime, "Accidents and incidents happen despite instructions and guidance. So, it was decided long ago to let the young ones learn through experience."

Tanna, "I will make more tea and take out more snacks."

Kalashi piped in, "You stay there. I will get those."

Tanna shouted after him, "You should just move in. Naruto basically adopted you at this point."

Snake snorted, "Shouldn't it be the other way around?"

Tanna, "Nope, between all of us, Naruto is the emotionally mature one."

Naruto hollered, "Nee - chan, we are back."

Sasuke, "Hokage -sama."

Naruto scowled, "Why is he still here?"

Tanna, "Naruto he is our guest. Also, he is making sure you can become a shinobi."

Naruto eyed the papers, "All of that is for me to become a shinobi?"

Tanna, "Yes, now, go clean up. Your Kashi - nii is getting snacks for us."

Naruto beamed, "Awesome, come on Sasuke. Let's go clean up. Kakashi makes the best sandwiches."

Sasuke, "Hn."
