8 Chapter 8

The concepts of policies and action guidelines are foreign to Shisui, and they are probably unfamiliar to most people in the ninja world.

Even if they are already acting in such a way, it is likely that they themselves do not have these two concepts in mind.

For example, the Akatsuki organization, they have clear political demands and an action guideline.

Their demand is the pursuit of peace in the ninja world, and their action guideline is to use coercion through military power to force the unity among the ninja nations and thus achieve peace.

Although their internal voices may be completely different, after all, the people who join Akatsuki usually have their own hidden agendas.

However, it is undeniable that under Nagato's leadership, they are truly following these principles.

And today, after clearly expressing these two concepts, Shisui's look of surprise was accompanied by a growing sense of admiration.

To Shisui, the fact that Kaito is able to present these two concepts clearly indicates that he has really done his homework.

Kaito knows exactly what to do and what he wants to achieve, and this clarity and conceptual precision further increase Shisui's admiration for him.

"It seems like my mindset was really too limited. Kaito has already reached a higher level."

After obtaining these two concepts, Shisui didn't feel the need to ask Kaito about the specific details of his approach.

Because, in Kaito's view, the information he has received so far is enough for now. Now, he needs to absorb everything he has learned.

Moreover, he wants to reflect on how he would act if he were the leader of the clan, facing the pressure from both the clan and the village.

How would he act? What would be his political demand? What would be his action guideline?

Shisui remained silent, and Kaito was glad for it. He feared that Shisui might not be able to handle further discussions.

This guy is asking me how I would act as the leader of the clan, but the question is: what else can I do?

I can't just tell Shisui to keep those who listen and send the disobedient ones to the afterlife, can I?

Although, probably, before becoming the leader of the clan, he would likely deal with extremists.

Especially the spiritual leaders, those are the most dangerous ones.

If they didn't acknowledge his ideas and remained obstinate in pursuing their extreme ideals, Kaito wouldn't have many options.

"Therefore, it's better not to ask too much about things for which I'm not yet psychologically prepared."

In the following moments, both of them focused on following the path, although Shisui occasionally asked some questions.

But these questions were not a challenge for Kaito, who had received systematic education in his past lives. His answers were direct and precise, and each of them provided many insights for Shisui.

During the journey, Kaito noticed that Shisui's gaze towards him was strange, unable to hide his admiration and respect.

However, Shisui couldn't ask any more questions at the moment, as after a long journey, they finally reached the border between the Land of Fire and the Land of Waves.

"I think we found it, this is it."

Their target was a rogue from the Hidden Cloud, an individual with formidable Lightning Release abilities, but whose reasons for desertion were unknown.

This rogue had been detected by Konoha's Special Intelligence Forces as soon as he entered the border of the Land of Waves, but until then, no one had planned to deal with him.

However, this rogue was not a peaceful individual. He had forcefully taken over a village and even attacked merchants passing through.

This situation naturally caused panic among the merchants, leading them to hand over this mission to Konoha, hoping that the village would resolve the problem.

Kaito also obtained more information about this mission through Shisui's contacts in the Anbu. And the rogue was Kaito's primary target.

However, as they approached the village, both of them involuntarily showed cautious expressions.

It was eerily quiet, which was not typical of a normal village. Additionally, there was a subtle smell of blood lingering in the air.

"It seems like something happened in this village. It seems we're not the only ones after him," whispered Shisui, discreetly drawing his shuriken.

"Hmm, it looks like someone beat us to it," Kaito said with a displeased expression. After all, this was his target.

Furthermore, it was crucial for triggering the Mangekyou Sharingan. Having his reward stolen in an inexplicable manner was something he couldn't accept.

"Do you think it could be someone from Kumogakure?" Kaito asked in a low voice, forcing himself to calm down. "After all, he's their rogue."

"If it's from Kumogakure, it will be troublesome," replied Shisui, with an unpleasant expression. He had also considered Kumogakure, which darkened his face.

The relations between Kumogakure and Konoha were very bad. Not to mention that the Second Hokage died at their hands, and their attacks during the Third Great Ninja War.

Just five years ago, they threatened Konoha with war, demanding the surrender of Hiashi Hyuga. Although Hiashi was handed over, what they received was the body of a common Hizashi Hyuga. However, this had a significant impact on Konoha's reputation in the ninja community.

Kumogakure took advantage of this action to gain immense glory, surpassing Konoha and becoming the leading ninja village, both in name and in fact.

To put it bluntly, Kumogakure is stepping on Konoha. It would be strange if the relations between the two villages were good.

"In fact, I think it would be better if it's someone from Kumogakure," Kaito whispered. "Remember, we're at the border of Tanzakugakure."

"You mean..." Shisui was slightly surprised to hear Kaito's words and seemed intrigued. "But what if we get discovered?"

"In that case, we'll have to deal with it effectively."

Kaito saw Shisui's expression and knew that he was considering the idea. After pondering for a moment, he began to speak.

"First, find out how many people they have. Then, swiftly eliminate those who aren't as strong. I'll distract their leader, a jonin, while you take care of them completely and then come back to assist me."

Upon hearing this opportunity, Shisui began to ponder and quickly nodded firmly.

As someone who had already experienced the brutality of war on the battlefield, even as a pacifist, Shisui was not naïve.

After making the decision, they began to take action. When they reached the edge of the village, they were determined to put an end to these wretches!

"Dammit!"

There were numerous bodies scattered on the ground of the village, men, women, the elderly, and children, all lying in pools of blood.

Furthermore, from the positions in which the bodies were found, it's evident that they were attempting to escape. Unfortunately, those who attacked them didn't give them a chance to flee.

And at this moment, there are people carrying the bodies to the center of the village, likely for mass destruction.

Witnessing this scene, Shisui couldn't help but curse silently, but he restrained himself and didn't act rashly.

What they need to do now is investigate how many enemies are actually present. Only then can they be sure to eliminate them all!

After a period of waiting and reconnaissance, Kaito and Shisui came to the conclusion that there were only four ninjas operating in that area.

However, they also discovered something that caused some concern, as the team leader didn't appear to be an ordinary individual.

"If I'm not mistaken, that guy seems to be a Kumogakure user of Jiton, named Toroi."
