17 Konoha Shinobi Council! Part-2

"... Hikaru Uchiha..." Tsunade spoke and then she continued on the list, she listed out at least one shinobi from almost every clan in Konoha.

While Tsunade was nonchalant about it the others didn't dismiss the list as easily. Almost every clan head went through the name that was nominated by Tsunade in thought and then they weighed the pros and cons of allowing that member to join a battalion led by the three youngest Elite Jonin in Konoha.

While most of them were ready to allow their members to assist the current heir to the Senju clan, Daisuke had entirely different views. 

'So the rumors are true, Hikaru had started receiving training from Tsunade.' Daisuke frowned, Hikaru had become a headache that he didn't know how to deal with. At first, Daisuke was ecstatic when he had awakened the Sharingan at just 5 years old, but when he mastered the initial stage of Sharingan and evolved his eyes into 2 tomoe in just one month the troubles began.

A number of tales of Hikaru's genius have spread among all the Uchiha clan members in addition since he had assigned Koichi to teach him, he left no foundational gaps in Hikaru's teaching. Daisuke had to use the excuse that Hikaru should focus on mastering his bloodline since he has that much talent in the area to stop him from visiting the clan library every day.

'And then the little monster awakened a fully mature Sharingan in just 6 months...' Honestly even Daisuke was astonished at that level of talent, he had been shell-shocked as he had to helplessly watch Hikaru's reputation within the clan rise as he one day walked into the clan meeting with three tomoe swirling in his eyes.

He was planning to use this war to allow Fugaku to gather enough merits and then put forward the case that he should be groomed as the next candidate for the Hokage all the while quietly dealing with Hikaru by sending him on a suicide mission during the war.

'I had to stop Fugaku from challenging the kid several times during the past couple of months, Fugaku can not afford to lose the reputation he had gained till now.' If he suffers even a little blow, then his reputation would tank. 

'According to how much Koichi had been bragging about him, he should be close to Fugaku's strength now... if I don't deal with him now he not only would hinder Fugaku's path to Hokage, but he might lose control over the Uchiha Police force.' Daisuke sighed as he got ready to speak.

"I'm sorry to deny you Tsunade-san, but Hikaru's genius is known throughout our clan, I can't allow him to be out of sight of the core we are nurturing," Daisuke spoke. He did not intend to budge but it seems Tsunade was going to be stubborn as well.

"He's my apprentice as well, I don't want anything to happen to him either, so he would be safest in my platoon where I could take care and heal him if any problem does arise." Tsunade shot back causing Daisuke to frown.

He was not expecting Tsunade to straight up claim Hiakru as her apprentice, it was politically a bad move as it would force Daisuke to deny that from happening. 

'An Uchiha being taught by a Senju, never in a million-' Daisuke froze as he realized that Tsunade was handing him the solution to all of his problems. 

'If Hikaru is associated with Tsunade, a Senju then the clan and the elders would not favor him so much. Plus if he works as a medic-nin in the war then he won't get as many merits as he would if he fought on the frontlines...' Daisuke's thoughts were churning at a rapid rate as he quickly analyzed all the possibilities.

'Plus he would take over the Konoha hospital in the future, a major institution if he is Tsunade's only apprentice. And since he would preside over the Konoha Hospital and focus on medical ninjutsu, then he won't come in the way of Fugaku's path to Hokage...' The plan was perfect in Daisuke's mind, he suppressed a smile as he continued his staring contest with Tsunade.

After a while, he sighed and nodded, "Hiakru is an important member of the Uchiha clan, if Tsunade-hime wants to help us keep him safe then we can only be grateful." Daisuke responded.

The change in his tone was obvious a lot of them looked surprised at the turn of events and even Tsunade looked pleased, though Hiruzen detected that something was amiss. While the politically correct tone he used was impressive Hiruzen couldn't detect Daisuke's ulterior motive.

'Initially, he addressed Tsuande by name but when he accepted he used her identity as a 'princess' of the Senju clan. His wording made it sound like the Senju clan's princess is working for the Uchiha clan by keeping Hikaru alive...' Hiruzen thought, he shared a look with Danzo and he could see the confusion in his eyes as well.

Hiruzen then turned to look at Tsunade who had a happy expression on her face and sighed, 'With that bad a poker face I sometimes wonder why she even tries to gamble... I need to teach her and Jiraya more about politics, she got played by Daisuke and she doesn't even know it.' 

It was a minor incident so Hiruzen simply moved things along and all of the clans accepted the member list submitted by Tsunade. Hiruzen nodded at her and then motioned for Sakumo to hand in his list. The process went on for another half an hour before the command centers of all the teams were ready.

One by one all the clan heads started leaving until only 4 people remained in the room. Homura Mitokado, Danzō Shimura, Koharu Utatane, and Hiruzen Sarutobi were members of the team that were the last Konoha Shinobis to see Tobirama Senju alive. They had struck together and with age, they have taken over the positions of power left by the vacuum of the First Shinobi World War.

"Did you catch it..." Hiruzen asked, he leaned back into his chair and lit up his trusty pipe.

"Yes, there is some animosity between Daisuke and Hikaru," Danzo replied. He flicked his hands and a root ANBU appeared in the room.

"Get me everything on Hikaru Uchiha..." Danzo replied.

"Do you think he could be useful?" Hiruzen asked.

"It's worth a try..."

AN- Danzo and Hiruzen finally activated... Who's going to be the evil one.
