16 Konoha Shinobi Council! Part-1

{Before the Uchiha Clan meeting}

"We are here again my friend," Hiruzen spoke as he glanced at Sakai Nara, the Jonin commander, who was responsible for managing all the manpower of the village. The Nara clan had always been the strategist that worked alongside the Hokage so he was the first one to arrive after Hiruzen.

Slowly all the clan heads also started arriving and each of them nodded to Hiruzen who was taking a puff from his pipe as he waited for the war room to fill up. 

Daisuke arrived promptly and quietly sat down on his seat, he didn't like the current hierarchy in charge of the village but he kept his thoughts to himself.

Once the room was full Hiruzen leaned forward and the murmurs died down, although he had started to show his age he was still the strongest person in the room by a fair margin so he had a lot of respect.

"Land of Sky has once again breached the border of Kiri and Kumo," Hiruzen spoke slowly, "2 Jonins stationed at the borders had a conflict with Kumo who have begun securing their borders." 

The atmosphere in the room instantly became heavy as Hiruzen looked around, "We need to make sure that we have our borders fortified promptly before the other villages start to react."

Daisuke looked around the somber room and spoke, "The Uchiha clan will lead the charge against Kumo." They were always known as a clan of warriors, and as it has been 20 years since the last war, factions within the clan are beginning to form. It was the perfect time to cull the clan of some bad seeds.

Hiruzen looked at Daisuke and nodded, he was expecting him to speak up. This not only concerned their dignity as the strongest clan in Konoha but also seeing that they were slowly getting marginalized from the village hierarchy, Daisuke probably thought this was the opportunity he needed to rectify this situation.

"Good, The Uchiha clan would lead the war efforts against the Land of Sky front, Kumo and Kiri both will be busy with them so you won't have to worry about it too much. Plus, we don't want the whole Uchiha clan to be only contained to one region." Hiruzen spoke after sharing a glance with Danzo, "In addition to that we need to be prepared for any sudden advance from the rest of the 5 great shinobi villages."

Hiruzen pulled out a massive scroll and laid it out on the table, it had the map of the known elemental nations etched on it. He pointed to the three neighboring countries to the West. "Our main problem is to the west, Suna and Iwa are both primed, and according to some rumors that I have been hearing they have stuck an alliance against us."

Hiruzen sighed as he pointed out the Land of Grass, Land of Rain, and the Land of River, "The Land of Waterfall is on our side and I already have had a meeting with their leader. Although the Taki Jinchuriki won't fight in the war they would resist an invasion through their land."

Shigeo Hyuga pointed out, "They probably would not want to anyway, the Land of Waterfall has a tactical advantage and they could use both guerilla warfare tactics and their precious water to resist an invasion."

"Exactly," Hiruzen agreed, "So we need to form barriers against these three countries. Now we won't be able to resist some shinobi sneaking in through our borders so even inside the borders everyone needs to be alert." Hiruzen cautioned, he then turned to his three students and suppressed a proud smile from appearing on his face.

"Tsunade, Jiraya, and Orochimaru would lead a battalion to resist any invasion from the Land of Rain, Sakai would assign you each an appropriate amount of troops depending on the manpower we have."

"The Uchiha clan and the Hyuga Clan will handle the land of Hot Springs and the Land of Noodles, along with them the Kurama clan and a batch of Jonins will follow their lead," Hiruzen spoke.

"Danzo will lead the Land of Grass front, the Yamanaka, Nara, and Akachimichi clan will be in charge of that area as well." 

"The Land of River will be left to Samuko, Aburame and the Hatake clan..." After naming out all the commanders that would lead the operations he began listing out the clan operations, "According to the Konoha charter, all the shinobi ranked under chunin from the clans are to be under the jurisdiction of the Jonin commander for the duration of the war. Is there anyone who has a problem with that?" Hiruzen asked.

The room descended into silence and it was Daisuke who was the first one to speak up, "I don't have a problem with that but I need to assign a few members of the clan who have potential to the Elite unit so that I can make sure they remain as safe as possible."

"I agree, some of our potential heirs are just starting out as genin as well I would like for them to be stationed at the village for now, our generation can still handle the burden of this war for now." Shigeo Hyuga replied and one by one everyone began voicing out their agreement.

'The Uchiha clan is still one of the most influential once it comes to war...' Hiruzen frowned but he still nodded.

"Of course, green genins who have less than 1 year of experience do not need to take part for now," Hiruzen spoke calming the room down. 

"Next we need to work on forming a command team consisting of enough members of all the tactically important clans," Hiruzen spoke. He gave command over the entire region to a clan but that doesn't mean that members of the clan would only be situated in that region. 

He looked at his students and spoke, "You can have 1 elite member from each of the clans join your command center. They would each have some limited command over their own members in your battalion." 

This was done as a way to guard the interest of the clans, no one wanted their genin and chunin level clan members to be sacrificed on another battlefield when they were fighting to hold their own area.

Orochimaru and Tsunade whispered for a little bit while Jiraya pouted at being completely ignored, after a while Tsunade began listing the members that she wanted assigned to their force. Most of them were members that she had gone on missions together but one name stood out to both Hiruzen and Daisuke.

AN- Gearing up!

Added a small change to the 3-tomoe Sharingan, It now has an added skill that comes with it... {Sharingan: Genjutsu}

Also I changed the second ability of the Mangekyo, it was a bit too similar for FTG... For context here it is...

[Ryujin-no-Kami{Right} (Active)- Lv 1(0/100): An ability that allows the user to break free from the fabric of time-space and move freely.

Chakra Cost: 100/use.

Time Duration: 5s.
