CRA, Landlord

Getting past the main entrance to the village was easy for Naruko and Gaara especially with Naruko using a genjutsu to make sure they got through, Naruko kind of felt bad using it on Izumo and Kotetsu. But if she didn't she wouldn't be able to leave the village and Naruko needs freedom. A minute after walking down the main road of the village a Cat anbu appeared in front of the duo.

"Oh Mittens, I've missed you so much. Come give me a hug you know you want to." Naruko then walks toward the cat anbu with open arms but it wasn't meant to be as the cat anbu raises her hand to stop her. "Sorry Naruko but the hokage has summoned you two to his office." she said in an even tone.

Crossing her arms and pouting "No, I won't go unless…." then giving the cat anbu a smirk "you give me a hug otherwise your going to have to catch me and force me to go to the old man so what say you?" Naruko then opens her arms again for a hug waiting for the cat anbu's decision.

The cat anbu/mitten or Yūgao Uzuki was in a dilemma now 'What should I do getting a hug in the middle of the road while my coworkers are watching is extremely embarrassing but having to try and catch Naruko the prankster queen and most likely failing is just as embarrassing.' While Yugao was deep in thought she was dealt a critical blow. Naruko gave her puppy eyes look, complete with a quivering lip.

'God damn it Naruko that isn't fair and you know it…. Fine what's one little hug going to cost me.' Oh how innocent Yugao is sometimes when it comes to Naruko. Yugao then opened her arms and Naruko didn't wait for her to change her mind and embraced her snuggling into her. The issue that Yugao was facing was that Naruko was rubbing her face in her chest making Yugao squirm in her embrace.

'Damn mittens is stacked, her uniform doesn't do her figure any justice. I'm enjoying this, I wonder how long mittens can endure before she makes me stop.' she thought while Yugao's face was getting extremely red, sadly no one could see it. All of her fellow anbu couldn't help but be jealous of Naruko and her position right now.

Pushing Naruko away from herself and coughing to get her attention "Alright I've fulfilled my end of the bargain now off to the hokage follow me." Yugao said quickly before her body flickered away.

"Ah mittens don't leave me, come Gar-kun after that cat I need more cuddles." Naruko then followed after Yugao with Gaara just shaking his head at his sister's antics but still follows but at his own pace.

**** Hokage Office

"Sir, mission accompl…." As Yugao was in the middle of reporting Naruko showed right behind her and gave her a flying hug not giving Yugao a chance to react in time before she is tackled to the ground making everyone snicker at what they saw and Yugao frozen in a state of shock over what just happened.

After laughing for a bit "Alright Naruko please get off cat we have something to talk about before the council meeting that will be taking place in a little bit." Hiruzen said while the other anbu were trying to hold in their laughs since Naruko was wrapped around Yugao like a koala. "Do I have to?" Naruko asked but after seeing the look on Hiruzen's face, Naruko knew not to push it too much since she still needed Hiruzen's help after all. "Fine, your lucky mittens but next time I won't let you go." Naruko then stood up while Yugao quickly stood up and disappeared and then Gaara showed up.

"Gar-kun your late, shame on you." Gaara just gave Naruko a blank stare and then stood next to her just wanting to get this over with. "Alright now that both of you are here, please tell me why did you leave the village and where did you go exactly?" Hiruzen asked while folding his hands in front of him and giving a hard stare at the duo.

"What do you mean we have been here the whole time isn't that right Gar-kun." Naruko then gives Gaara a look telling him to play along with her and Gaara gives a very slight nod of his head. "Naru-chan is right we didn't leave the village we were in the forest of death camping." Hiruzen just gave the duo a deadpan stare basically stating that he doesn't believe them.

"Oh really cause I sent Anko in the forest to look for you two since you are known to go there sometimes and she couldn't find you guys at all and she looked for a long time and is what you would say upset." Naruko flinched subtly when she heard that and was worried what Anko was going to do when she got a hold of them. "Another thing that was rather interesting is that Might Guy and Rock Lee signed out twice somehow last week at the same time that you two disappeared." Naruko then looked away and started whistling.

"So tell me my dear Naruko where were you really these past week?" He asked sternly. Naruko and Gaara were silent and were staring into the eyes of Hiruzen and a battle of wills was going on between them, something that the anbu in the room could feel. 'Kit just tell the old man already it's not like he can do anything now that you're back.' Ahri said wanting this staring contest to be over with already.

'Tsk fine Ahri-chan your lucky I love you.' Naruko then decided to speak up "Alright old man we left the village but I won't tell you where we went and what does it matter we are not ninja's of this village yet so there is no reason that we can't leave the village. Unless of course we are prisoners and haven't been informed of that." There was silence in the room. 'Damn this girl knows how to talk' were the thoughts of the anbu watching this scene.

"Now Naruko and Gaara, I'm just worried about you two is all and when you two suddenly disappear for a week. Of course this old man would worry about you, even if you are not a ninja of this village, you are still a citizen of it. So you should still inform someone if you are leaving the village in case something happens." Hiruzen said while thinking something else 'Damn have to be careful with Naruko. She almost trapped me with her words just now. Of course we want to keep our jinchuriki in the village at all times.'

'This old man is smart, he didn't walk into your trap, careful Naru-chan you may be smarter than him but he has a lot more experience than you.' Ahri warned Naruko. 'Don't worry Ahri-chan that's what makes this fun after all, what's life without some challenges.' she said back.

"Alright well I guess I'm sorry happy now old man. If there is nothing else we will leave." Naruko then grabs Gaara to leave and escape before Hiruzen can say something and give them a punishment possibly but sadly it wasn't meant to be. "Not so fast Naruko, Gaara can go home but you sadly are coming with me to the council meeting since some of the matters involve you. While we walk to the council room I'll inform you of your punishment for leaving the village without telling anyone. Now come along Naruko." Naruko just sighed and lowered her head knowing that she couldn't escape when she had the chance.

"Alright Gar-kun I'll see you at home then and if you see or sense Anko nearby I would hide. Maybe you can use Kurenai as a shield to ward her off at least until I get back." Patting his shoulder "Good Luck."

**** Council Room

Once everyone sat down in the council room Naruko was placed in the center on a chair. "Alright so we are all gathered here so what is this meeting about Hokage?" Hiashi Hyuga asked

"Allow me Hokage, we are here today to discuss a matter regarding Naruko Uzumaki and her future marriage." Koharu Utatane said one of the elders of the village and had an evil smile on her face at bringing this up in front of everyone.

"Oh you are talking about the Clan Restoration Act(CPA), well who should we marry Naruko Uzumaki with then? Homura Mitokado said back to the other elder of the village. One of the civilian council members then spoke up "Why not choose the last Uchiha then since he is also a part of the CRA and she can be one of his wives." This topic went on for a few minutes where they would throw out different guys from different clans each wanting to get Naruko into their clan since the Uzumaki were a big family in the past and they had a massive fortune and not to mention their knowledge on seals, something that every clan here wanted a piece of.

While this was going on Naruko was quietly watching the council talk among themselves and listen to everything noting everything down in her head to use for later but on the inside she was angry extremely angry but on the outside she had a content smile on her face. Ahri wasn't so quiet; she was destroying Naruko's mindscape in her anger and just wanted to kill them all. 'How dare they try and sell my Naru-chan like she is some kind of livestock, I'll kill them I'll kill them.' She screamed out as explosions were going on in the background.

'Now calm down Ahri-chan, I'm just as angry as you are but we both know that their little plan isn't going to work at all. They don't know the laws as well as they think that they do after all. There in such a rush to control me in some way but they made one fatal mistake bringing this up now before I joined the ninja forces, the fools.' Naruko said to Ahri in a calm manner trying to make Ahri see the advantage that they gave them.

"ENOUGH SHUT THE HELL UP" Hiruzen yelled out releasing some of his killing intent after getting tired of watching his council argue among themselves not to mention that they are basically talking about selling off someone he sees as his granddaughter to someone else. Once everyone quiet down he turned toward Naruko who has been strangely quiet this whole time 'Why isn't she saying anything about this matter, if I know Naruko as well as I think I do she should have probably killed someone already…. Something is wrong here.' he thought

"Now Naruko what do you think of this matter? Tell me what you're thinking." He asked in a grandfatherly tone of voice and everyone looked at her wondering what she was going to say.

"I'm not so sorry to inform you that I won't be participating in the CRA that you mention."

"And what makes you think that you have a choice in the matter?" Danzo said while he banged his cane on the ground. Looking at the one eyed mummy cripple "Ah but I don't remember being a slave the last time I checked, did you make me a slave in the past week that I wasn't here Hokage." Naruko said while she gave a sweet smile toward Hiruzen and stunned the crowd because of what she said.

"Now pup why would you say something like that?" Tsume asked on edge now that she said it like that since slaves are frowned upon in general at least for the clans well maybe not the Hyuga's but that is a didn't matter all together.

"Well Tsume how else would you see if your freedom is being taken from you and you're forced to bred with someone till you have a child with them and keep doing it maybe not even with the same person. All against your will, does that sound like anything but a slave to you because to me it sounds like one. Who the fuck would agree to such a law is beyond me." Naruko ranted making all the clan and civilian council members think about what she said and they couldn't help but see where she was coming from.

But one civilian council member had something to say "Watch your mouth brat you are going against the village and the law that the first hokage put in place. You should be honored to help the village in this way just shut up and do what we say." A fat man said proud of himself for being the first one to say something to the demon brat.

"Ufufufu so you're saying I should be proud of being used as a breeding stock by the village just because you say, how very interesting…. What was your name again ah yes it was Kurai Tanaka, the owner of the Golden Leaf if I remember right?" The man nods his head wondering why that matters, his restaurant is one of the few 5 star restaurants in the village and why he was able to get on the civilian council.

"Great, great I have a wonderful surprise for you…. Here and now your restaurant is no longer allowed to be on my property and henceforth your being evicted please pack up your shit and get off my land as soon as possible otherwise I'll do it myself." Making all the council members curious what Naruko is talking about. "WHAT THE HELL ARE YOU TALKING ABOUT YOU DAMN BRAT YOU DON'T HAVE THAT KIND OF RIGHT AT ALL. Lord Hokage say something please, this brat is clearly challenging the council." The fat man yelled out angry at what Naruko just told him.

Coughing into his hand "While we got slightly off topic here, I'm curious what you mean here Naruko. I didn't know you owed any land here in the village." He wondered if her parents left some land deeds and business to their daughter. "Ufufuf well you see hokage as of semi recently I own about 40% of all the land in the village besides what the clans own meaning that if I wanted I could cripple the economy of the village if I so wanted to or if something displeased me say like the CRA." Naruko said making all of the council members shiver at the threat that she just heard from her.

'I need to get Naruko Uzumaki to join the Hyuga clan somehow.' Hiashi was thinking while many of the others in the council were having similar thoughts. "Not to mention I'm not even a ninja of this village so you can't force me to do anything and worst comes to worst I can just leave the village seeing as you have no right to detain me but if you want to try and use force or law against me I can always contact the fire daimyo. Apparently my mother had a special connection to them."

"Now listen here you little brat, you will listen to us and do what we say you hear me." Mebuki Haruno screamed out, making everyone cover their ears due to her volume. Picking her ear due to the scream "Shut up you damn banish, I think everyone here can agree that you keeping your mouth shut is the best thing. Now back on topic try and force this CRA act against me or put someone dumb ass law that only targets me and watch as I destroy this village from the inside out through their economy. It would be rather difficult to do missions if you don't have supplies or money to pay your ninja's for their service because after all nobody does anything for free in this world. Am I right, Lord Hokage." Naruko said in a oh so sweet tone of voice and a smile.

'This damn granddaughter of mine, she literally just threatens the whole village and knows that we can't do anything against her otherwise we could lose everything. If I wasn't the leader of said village I would be so proud of her. Damn it I'm getting too old for this shit.' Hiruzen thought while Danzo was thinking something else 'Should I use the Kotoamatsukami on her, if I do then I can control her and the village through the economy and then force myself to be the hokage. But it would be hard to get this girl alone to where I could use it on her.'

"Now let's not do anything crazy now Naruko...due to this recent information that came forth the CRA law won't be used against Naruko Uzumaki and will henceforth no longer be mentioned am I clear." Hiruzen said in a stern voice looking at all of the council members making sure they understood his stance on the matter.

"Now then since the matter with the CRA is dealt with, if you don't mind me asking how you control so much land in the village?" Shikaku Nara was actually awake for this meeting since it started. Putting a fake blush on her cheeks like she is embarrassed somehow to answer this question "Let's just say I have had a rather productive few years Nara-san." Naruko said while quickly thinking of all the civilians she killed in the past four years and took over all of their properties and business 'Man I have been rather busy haven't I.'

Shikaku just stared at her knowing that what she was saying had a hidden meaning but he didn't know what it was and this was something that bugged him making him mutter how troublesome this little girl can be. Clapping to get everyone's attention "I do believe that this meeting is over then, Naruko please follow me to discuss your punishment from earlier."

"Alright old man one moment." Naruko then turns toward that fat man Kurai Tanaka "I wasn't kidding that you're being kicked off my land so if I was you I'd get a move on, wouldn't want something terrible to happen to you after all." Naruko laughed as she walked out the room making the fat man fall down on his seat with tears streaming down his face knowing that his life is over with making an enemy like that. All of the others in the council room couldn't help but pity the man a little bit because of his mouth he doomed himself.

While Naruko was with the Hokage in his office again talking about her punishment the clan leaders were having their own discussion about what happened today in the meeting. "I wish my princess had that kind of ability, I mean Naruko is only 12 but look at what she has accomplished by herself, All my Ino talks about is fashion and gossip ugh." Inoichi Yamanaka says while talking with Shikaku Nara and Chouza Akimichi.

"I know what you mean I wish my son would use his intelligence for something rather than ways to avoid doing any work, troublesome brat. I hope that they can be friends or something, Chouza what do you think about Naruko?" Shikaku asked his big boned friend. "Well she is rather something that's for sure. Maybe if I'm lucky she will let me rent that land she just kicked Kurai Tanaka off I could always open another restaurant for my clan." Chouza Akimichi said while looking deep in thought about the matter.

While the elders and Danzo left the council meeting room and stepped into another room and made sure that it was secure. "Danzo what are we going to do about that damn demon brat. She has too much control if what she says is true, how can we hold onto our power with her around." Koharu said in a clearly frustrated tone.

"We need to control her somehow otherwise if left alone we will be out of our position soon I fear." Homura clearly worried about his elder position. "Now both of you calm down, while this was a surprise it is also a pleasant surprise. Naruko Uzumaki's value just skyrocketed today so when I control her in the future I will hold even more power meaning that I can make myself Hokage. Then we can change the village for the better, for now we will do nothing and watch her and look for an opportunity to get her alone then we can act." Danzo said back to the two elders with a smirk on his face.

"Well when that damn demon brat becomes a ninja we can assign her a low rank mission that puts her far away from the village then we can capture her then with your root Danzo just have to make sure that she gets put on a team that doesn't have anyone valuable on it." Koharu said while Homura nodded along, liking the plan.

"Fine, but we will have to wait till her and her team start C-rank missions then so for now we wait and watch." Then all three left the room to go their own separate ways.
