It's technically 'true' because Huo Yuhao could feel the divinity negation from Tobio's attack, but divinity is 'strictly' categorized into several levels.
At Tobio's current level, he could fight 3rd Class Gods from the Dragon Nest, but that doesn't mean he could win. As for the Gods from the Douluo Divine Realm, Huo Yuhao can't say anything for them.
Vali Lucifer solemnly stared at Canis Lykaon and sighed, "Albion, you're letting me down."
